INVITATION FOR BIDS
Little Rock Port Authority will receive and accept bids ONLY through QuestCDN.com via their electronic VirtuBid™ online bid service. A virtual bid opening will be held December 3, 2024 at 10:30am utilizing the Zoom link (located on QuestCDN), with the Meeting ID 576 032 3863, Passcode x1r9nK.
The project includes the following Work:
• Traffic Control
• Track Removal.
• Track Construction.
• Track Panel Removal / Re-installation.
• Pavement Removal / placement
• Minor Grading Work
“Build America Buy America” provisions apply to this project. The Arkansas Department of Transportation Standard Specifications for Highway Construction, latest edition, Section 106 contains the requirements and restrictions for Buy America 23 CFR §635.410 contains all federal requirements for Buy America.
A complete set of plans, specifications, contract documents, and proposal form MUST be obtained from www.questcdn.com for a fee of $22 (nonrefundable). If submitting a bid, a fee of $42.00 (non-refundable) will be required. Once logged into the site, insert eBidDoc project number 9395156 (Little Rock Port Authority; Lindsey Rd Track & Paving Improvements).
There is no pre-bid conference for this project.
All bidders must be licensed under the terms of Act 150, Arkansas Acts of 1965, and Act 162 of 1987, as amended.
Each bid must be accompanied by:
• An acceptable statement of bidder’s qualifications. The requirements of the bidder’s statement of qualifications will be furnished to prospective bidders with plans and specifications.
• A certified check or bidder’s bond in an amount of not less than five (5) percent of the amount bid. The check(s) or bond(s) shall be made payable to Little Rock Port Authority, 10600 Industrial Harbor Dr., Little Rock, AR 72206, as security that the bidder(s) to whom the award(s) are made will enter into contract to build the improvements bid upon and furnish the required bonds and insurance.
Little Rock Port Authority Civil Rights Statement

Little Rock Port Authority reserves the right to accept any bid which it deems most advantageous to the Little Rock Port Authority, and to reject any or all bids submitted and to hold as many bids as it desires for consideration for a period of one-hundred eighty (180) days after the bids are open.
