This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopsis of Proposed Contract Actions. This is not a solicitation. Vendors should not submit offers until the solicitation is posted to SAM.gov

The Department of Defense Education Activity (DoDEA) requires PE equipment for elementary, middle, and high school PE classes systemwide. The items themselves and quantities of each item will be determined post-award. DoDEA expects to award multiple blanket purchase agreements, each for a five-year base period. Deliveries are to various locations within the Continental United States (CONUS) and Outside Continental United States (OCONUS) where DoDEA Schools are located.

The applicable North American Industry Classification System (NAICS) code is 5339920 (Sporting and Athletic Goods Manufacturing) and the applicable Product Service Code (PSC) is U009, Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting offers. DoDEA intends to issue solicitation No. HE1254-25-Q-E048 in support of this requirement. This will be a commercial procurement in accordance with FAR Parts 12

and 13. The contract type will be firm-fixed price Blanket Purchase Agreement (BPA) with an estimated period of performance consisting of a 5-year contract.

Potential sources are invited to submit a Capabilities Statement, up to five (5) pages, in accordance with the attached Performance Work Statement (PWS). All responses must be submitted via email to the following points of contact no later than , Tuesday 15, April, 2025 12pm Eastern Time.
