SPECIAL NOTICE: The FY25 NDAA provided separate authority to sole source specific Energy Resilience and Conservation Investment Program (ERCIP) projects where the utility system has been conveyed under 10 USC Section 2688 and only provides services to a military installation. The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting a proposal for the construction of the Joint Base Lewis-McChord Gray Army Airfield Power Generation and Microgrid Construction. As part of the construction contract solicitation, the USACE intends to include the following sole source requirement:





City Light & Power JBLM LLC - City Light & Power JBLM LLC will construct a microgrid system at Joint Base Lewis-McChord (JBLM) Gray Army Airfield (GAAF) powered by natural gas-fired (NG) Reciprocating Internal Combustion Engine (RICE) generators totaling approximately 3.2 Mega Watt (MW) of generation and approximately 4 MW / 4 MWh Energy Storage System (ESS). The project will support 2.8MW of load, or 100% of GAAF critical facilities, providing self-sufficient backup power capability for a minimum of 14 days in the event of a commercial grid outage.
