Canyon Lake Administrative Site Emergency Water Line Repair, Fort Collins, Colorado



1. Introduction.



This pre-solicitation notice is regarding an urgent requirement due to a suspected failure in the potable water line at the Canyon Lake Administrative Site, located at 300 Hemlock St., Fort Collins, CO, 80524. The U.S. Forest Service is seeking Vendors who may be interested in bidding on this requirement, which necessitates expedited work. This presolicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this presolicitation. If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.



2. Applicable North American Industry Classification System (NAICS) Code.



The applicable NAICS CODE: 236220 – Commercial and Institutional Building Construction



(Size Standard in millions of dollars $45M).



3. Type of Contract to be Awarded.



As a result of this presolicitation and possible solicitation, the Special Project Operations Center, Intermountain Branch, plans to award a firm fixed price contract.



4. Type of Solicitation.



The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, “Contracting by Negotiation”.



5. Presolicitation Posting Period.



This presolicitation will be posted for 15 days.

7. Contract Description.



On 4/22/2025 water was discovered at the administrative site, surfacing at the electrical boxes near the fire office and fire warehouse. Site investigation narrowed down the source of the leak to the line that splits off to the north, located approximately 20’ down from the main truck line, extending north and then west supplying water to three (3) work buildings.



Work Includes:



This project consists of leak detection and repair of a suspected potable water line failure.



Work may include but not limited to:




  • Leak detection.

  • Utility locates.

  • Excavation of water lines.

  • Repair of a failed water line and or connections to meet code.

  • Testing to confirm repair.

  • Backfill of excavation.

  • Final surface restoration (grading, aggregate/surfacing, seeding, etc.)

  • Removal and replacement of any other obstruction in the way of excavation.

  • Repair of any site damage from investigation and/or repair work.



8. Project Location.



Canyon Lake Administrative Site located at 300 Hemlock St.; Fort Collins, CO 80524. A site visit is anticipated, details will be provided at time of solicitation.



9. Estimated Period of Performance.



July 17, 2025, through July 31, 2025



10. Disclosure of Magnitude.



The anticipated magnitude for this project is less than $25.000.



11. Type of Set-aside.



Total small business set-aside.



12. Responses.



Interested and capable sources are encouraged to respond to this presolicitation with a Statement of Capability. In addition to a Statement of Capabilities, firms responding to this announcement should include Company Name, Unique Entity Identification, Point of Contact, Address, and indicate whether they are a Small Business, 8(a) Concern, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Business, HUBZone Small Business, Small Disadvantaged Business, or Women-Owned Small Business.
