Clinton Water Department (Owner) is requesting Bids for the construction of the following Project:
SCADA IMPROVEMENTS
Project # 08-24-23
Bids for the construction of the Project will be received at the Clinton Water Department office located at 368 Main Street, Clinton, AR 72031 until Tuesday, January 15, 2026 at 9:00 a.m. local time. At that time the Bids received will be publicly opened and read aloud.
The Project includes the following Work:
Furnish all labor, materials, equipment, and incidentals required and construct the improvements in their entirety as shown on the Plans and as specified herein.
The Work may include, but is not necessarily limited to, the following:
1. the installation of tank site RTUs, pump station RTUs, and solenoid control valve RTUs throughout the Clinton - Bee Branch Water Distribution System
2. the installation of new single phase electric services at various RTU sites as indicated
3. miscellaneous appurtenances
4. mobilization & demobilization
5. items of construction work and/or materials not specifically addressed herein, but nonetheless required for a complete, operating, and acceptable installation of the work, shall be considered subsidiary to the lump sum bid item, and the cost thereof shall be included therein.

Project plans and technical specifications may be downloaded from the designated website, free of charge, to allow prospective bidders to determine if they would like to bid the project. Bidding Documents required for the submission of a bid must be purchased from the issuing office (printed copies) or downloaded from QuestCDN, as detailed below. All official notifications, addenda, and other Bidding Documents will be offered only through these sources. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated sources.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 7 a.m. to 5 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen. Bidding Documents are available for purchase in the following formats:

Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Any contract or contracts awarded under this invitation for bids will be subject to the requirements of the Arkansas Revolving Loan Fund (RLF) Programs as described in the contract documents.
All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President’s Executive
Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications.
Each Bidder must comply with the requirements, terms, and conditions of the Arkansas Natural Resources Commission, the Disadvantaged, Minority and Women Business Enterprise (DBE/MBE/WBE) requirements, the Consolidated Appropriations Act of 2014 (Public Law 113-76) including the “American Iron and Steel (AIS)” requirement, Labor Standards, Equal Employment Opportunity, and the “Prohibition on certain telecommunication and video surveillance services or equipment provisions” during the performance of this contract. The Bidder commits itself to the requirements for the participation contained herein and all other requirements, terms, and conditions of these bid conditions by submitting a properly signed Bid. Each requirement listed above for the RLF programs are in the Supplemental Conditions in the Contract Documents. Each Bidder must have or obtain an active registration with SAM.GOV including a UEI number by bid date.
