ADVERTISEMENT FOR BIDS
Sealed bids for the “AVGAS System Upgrades and New Jet A Self-Service System” will be received by the Carroll County Airport Commission, at the office of the Engineer, 2800 Cantrell Road, Suite 101, Little Rock, Arkansas, 72202, until 10:30 a.m., Tuesday, December 16, 2025, at which time and place the bids will be publicly opened and read aloud.
Approximate quantities of some significant work items are:
AVGAS System Upgrades: 1 L.S.
New Jet A Self-Service System 1 L.S.
Copies of the Plans and “Specifications and Contract Documents” may be examined at Carroll County Airport at the Airport Manager’s Office; and at the office of Grimes Consulting Engineers, Inc., 2800 Cantrell Road, Suite 101, Little Rock. Copies of the Plans and “Specifications and Contract Documents” (including proposal) may be obtained at the office of the Engineers at the purchase price of $50.00 (non-refundable).
A proposal guaranty shall accompany each bid. The guaranty shall be either a bid bond (executed on the form furnished by the Owner), cashier’s check, certified check, or other negotiable instrument equivalent to (5) percent of the amount of the bid, as assurance that the bidder will, upon acceptance of his/her bid, execute the Contract and cause to be executed a Performance Bond and Payment Bond, acceptable to the Owner, within 10 calendar days following notice of contract award. Such proposal guaranty shall be made payable to the Carroll County Airport.
It is the policy of the Carroll County Airport Commission that disadvantaged business enterprises, as defined in 49 CFR Part 26, shall have the maximum opportunity to participate in the performance of contracts.
The proposed contract is under and subject to Executive Order 11246 of September 24, 1965, and to the Equal Opportunity Clause. The Bidder’s attention is called to the “Equal Opportunity Clause” and the “Standard Federal Equal Employment Opportunity Construction Contract Specifications” set forth in the Specifications.
The Bidder must supply all the information required by the proposal form.
Women will be afforded equal opportunity in all areas of employment. However, the employment of women shall not diminish the standards or requirements for the employment of minorities.
The Carroll County Airport Commission reserves the right to reject any or all bids and to waive formalities.
Bids must remain in effect for 90 days after the bid opening date.
As a means of providing a secure and fair bid, No Plans, Specifications, or information will be provided to any “Plan Rooms”.
