NOTICE OF INTENT (NOI): This is an NOI to award a sole source contract and is not a request for competitive quotes or proposals. NOI to Sole Source to Intellectual Growth Engineering, LLC



The U.S. Army Corps of Engineers (USACE), Transatlantic Expeditionary Division (TAE) anticipates awarding an A-E service contract for a new design considering Indirect Fired Weapon (IDFW) on the roof of the Common Uniform Building Envelope (CUBE) building. This concept design is named the CUBE Protected.



A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Should the Government determine that it is in its best interest to not compete this requirement, a Justification and Approval for Other Than Full and Open Competition using FAR Part 6 will be prepared.



PROJECT SCOPE: The purpose of this task order is to acquire A-E services to conduct the following activities:




  • Complete research on IDFW parameters, anticipated firing positions, and material performance that mitigate IDFW damage to the CUBE roof and occupants. Publish a report that documents design and performance criteria.

  • Create a design, and design documents based on research and approved IDFW criteria. Design document submission needs to include step-by-step field instructions for end user (military troops) assembly using lumber and other common materials at hand in a contingency environment.

  • The CUBE Protected will be a modified CUBE that mitigates the effect of IDFWs on the roof. The CUBE was developed to be a simple, expedient residential facility for troop construction in a contingency environment. The CUBE protected modifies the initial CUBE design to include IDFW protection.

  • The design for the CUBE Protected will consider the existing CUBE drawings dated August 2021. The CUBE design is protected by US Patent 10655350.

  • Design and assembly instructions are required within 60 days of notice to proceed.
