The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Government intends to award a firm-fixed-price contract on a sole source basis to American Barrier and Controls LLC for preventative maintenance services on the existing Delta Scientific HD300 Anti-Vehicle Barrier systems currently installed at the Connecticut Air National Guard facilities.
This action is being pursued under the authority of FAR 13.106-1(b)(1)(i) — soliciting from a single source — as American Barrier and Controls LLC is the only authorized local vendor certified to perform service and maintenance on the proprietary Delta Scientific systems.
Sole Source Justification:
The Delta Scientific systems require specialized service and component replacement to ensure continued operability. American Barrier and Controls LLC. is the only authorized provider in the region certified by Delta Scientific to maintain and repair their systems.

This Notice of Intent is not a request for competitive quotes, and no solicitation notice will be issued. However, responsible sources who believe they can fulfill this requirement are invited to submit a Capability Statement by 1000 AM EDT, July 21, 2025, via email to the point of contact below.
All Capability Statements will be reviewed solely to determine whether a competitive procurement should be pursued. A decision not to compete this requirement is solely at the Government’s discretion.
