    1.0 OVERVIEW AND NOTICE
    The City of Rio Grande City, is requesting sealed proposals from a qualified paving contractor to
    provide construction services for a street improvements project for overlay and street repairs. The
    sealed proposals will be received until 11:00 AM on Thursday, May 21, 2026 and must be
    clearly identified and addressed for delivery to City of Rio Grande City - City Secretary’s Office
    located at 5332 E. US Highway 83, Rio Grande City, TX. 78582.
    RFP Documents may be obtained at the City Secretary’s Office located in City Hall at address:
    5332 E. US Highway 83, Rio Grande City, TX. 78582 or at the city website: www.cityofrgc.com
    under bid opportunities.

    Bidders must use the bid forms provided on the bid documents and are required to print on the
    sealed envelope and/or packet as follows: Bidder’s name and address on the upper left-hand
    corner and RFP #: 2026-08 - STREET IMPROVEMENT PROJECT” on the lower left-hand
    corner of the sealed envelope and/or packet and clearly labeled. Overnight mail must also be
    properly labeled on the outside of the express envelope or package. Any bid received after closing
    time will be rejected and returned unopened.
    The City of Rio Grande City, reserves the right to reject any or all bids or to waive any
    informalities in the bidding process in accordance with the Texas Local Government Code
    Chapter 252. Bids may be held by the City for a period not to exceed 60 days from the date of
    the bid opening for the purpose of reviewing the bids and investigating the bidders' qualifications
    prior to the contract award.

    2.0 INSTRUCTIONS TO BIDDERS
    2.1 Introduction
    The City of Rio Grande City is requesting sealed bids from qualified contractor for the “RFP #:
    2026-08 - Rio Grande City Street Improvement Project” for the Public Works Department.
    The purpose of the Request for Proposal is to obtain quotes and/or bids for providing overlay
    and street repairs of that will include the necessary roadway improvements to address the
    existing pavement conditions and enhance the safety, accessibility, and overall infrastructure of
    the street. (Refer to attached Proposal Bid Form)
    2.2 Interpretation and Schedule of Events
    A. This Request for Proposals is being issued on May 6, 2026, labeled “Request for
    Proposal - Rio Grande City Street Improvement Project”.
    B. Please direct your inquiries to Hector Barrera, Public Works Director at
    hbarrera@cityofrgc.com or at phone: 956-488-8382.
    C. Replies to all information pertinent requests will be sent in the form of an addendum
    to all who make inquiry for a site inspection as detailed below or who otherwise
    communicate a request to receive any such addendums to the address above.
    D. No remarks or responses to questions by City staff shall change or qualify any of the
    terms or conditions of the solicitation. The solicitation requirements can only be changed
    by a formal written amendment issued by the City.
    E. RFP’s are to be delivered in-person or mailed to the City Secretary’s Office in
    City Hall located at 5332 E. US Highway 83, Rio Grande City, Texas 78582 on or
    before 11:00 AM on May 21, 2026.
    F. Proposals received after the 11:00 AM deadline, will not be accepted. The clock in the
    City Secretary’s Office will be the official time clock.
    G. Proposals sent via e-mail will NOT be accepted.
    H. At no time prior to award of a contract, shall a Bidder call any City Staff regarding
    the status of their solicitation. Bidders who don’t comply may be subject to being
    disqualified and may be prohibited from participating further in this procurement.
    I. Bidders are responsible to check the City’s website for updates or modifications to this
    RFP.
    2.3 Addenda
    A. Addenda to this RFP will be posted on the City’s website and e-mailed with return
    receipt requested to all known by the City to have received a complete set of the RFP.

    B. No Addenda will be issued later than 5 days prior to the date for receipt of proposals,
    except an Addendum withdrawing the RFP or one which includes postponement of the
    date for receipt of the RFPs’.
    3.0 SUBMITTAL PROCEDURES
    A. To be considered, each submitter must submit a completed proposal bid form,
    certificate of liability insurance, and any additional information requested in the RFP with
    their proposal packet. The proposal bid form must be signed and include a statement as to
    the period during which the proposal remains valid.
    B. Each Bidder shall ascertain, prior to submitting the RFP, that the Bidder has received
    all Addenda issued, and shall acknowledge that receipt in the Submittal transmittal letter.
    C. Deadline is on Thursday, May 21, 2026 at 11:00 AM to be submitted to the City of
    Rio Grande City - City Secretary’s Office located at 5332 E. US Highway 83, Rio
    Grande City, TX. 78582. Overnight mail must be properly labeled on the outside of the
    express envelope or package. Any bid received after closing time will be rejected and
    returned unopened.
    D. Completed Proposals shall include the following documents and/or forms:
    Cover Letter
    Company Background and Qualifications
    Experience with Similar Projects
    Project Team and Key Personnel
    Construction Schedule
    Technical Approach
    Cost Proposal (sealed separately, if desired)
    References (minimum 3 municipal projects)
    Proof of Insurance
    Litigation/Claims History (past 5 years)
    E. Bidders shall submit and/or include the following items in the envelope/package:
    one (1) PDF electronic format in a portable memory (USB)
    one (1) bound original submittal stamped “ORIGINAL”
    five (5) individually bound copies, each stamped “COPY”
    a large, sealed envelope or package shall be marked on the lower left-hand corner:
