USAF Band of the West Holiday Performance Venue

Notice of Intent

The 502d Contracting Squadron, 395 B Street West Suite 2, JBSA Randolph, TX 78150, intends to solicit and award a sole source firm fixed price contract to ATG San Antonio, LLC. This is a sole source synopsis published for informational purposes only. The action will be executed under Federal Acquisition Regulation (FAR) Parts 12, Acquisition of Commercial Items, and 13, Simplified Acquisition Procedures.

This proposed procurement will be a sole source under North American Industry Classification System Code (NAICS) 711310 - Promoters of Performing Arts, Sports and Similar Events with Facilities. Business size standard for NAICS 711310 is $40M.

The proposed source is ATG San Antonio, LLC. 208 E Houston Street, San Antonio, TX 78205. A decision by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a Sole Source basis, which shall be considered by the Government if received by 3:00 PM CDT, 21 Jul 2025.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The United States Air Force (USAF) Band of the West requires a professional performance venue to perform the USAF Band of the West “Holiday in Blue” dress rehearsal and performances. The period of performance will include rehearsals and live performances from 08 Dec 2025 through 10 Dec 2025 in San Antonio, TX as well as video and audio recording that will be utilized on social media and for broadcast in part or whole, and on television stations and media outlets. This annual performance is part of the JBSA Community Outreach strategy, reaching a live audience in the greater San Antonio area to support our civilian and military partnership. To reach the target audience and achieve the desired results, the performance must occur within Bexar County, TX.

The requirement is to provide the following:

To support the USAF Band of the West “Holiday in Blue” concert. The venue must have a stage size capable of supporting a production of 75 performers. In addition, to reach the maximum audience with each show, the venue must support an audience size of at least 2,250 people.

The minimum hours the venue shall be made available to the USAF Band of the West shall be as follows:

December 8, 2025: 0800-2230

December 9, 2025: 1000-2230

December 10, 2025: 1000-2230

This notice of intent is NOT a request for quote or proposal. However, interested parties may submit a narrative describing their capabilities and qualifications to perform the effort via email to Jazmin Gloria, Contract Specialist, jazmin.gloria@us.af.mil and Nancy Loughran, Contracting Officer, nancy.loughran@us.af.mil, no later than 3:00 PM CDT, 21 Jul 2025. The information received will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
