This is a combined synopsis/solicitation for commercial products prepared in accordance with the FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government intends to make a single firm-fixed price award.
Gallup Indian Medical Center requires continued Cisco Enterprise Licensing services to support its existing Cisco Unified Call Manager (CUCM) environment. This includes Cisco Flex Plan Enterprise licensing and Cisco Unified Border Element (CUBE) Enhanced services to ensure uninterrupted voice and collaboration services for clinical and administrative operations. The requirement supports mission-critical healthcare communications and ensures vendor support, security updates, and system operability. Additional details are attached.
The solicitation is a Buy Indian Set-aside under North American Industry Classification System (NAICS) code 541519 with an associated small business size standard of 150 employees. Buy Indian (specific to Department of Health and HumanServices, Indian Health Services); wherein, Buy Indian means American Indian and Alaska Native Small businesses, in accordance with the criteria and size standards of 13 CFR Part 121. Definitions. Indian Economic Enterprise (IEE). Any business activity owned by one or more Indians or Indian Tribes that is established for the purpose of profit provided that: the combined Indian or Indian Tribe ownership must constitute not less than 51 percent of the enterprise; the Indians or Indian Tribes must, together, receive at least a
majority of the earnings from the contract; and the management and daily business operations of an enterprise must be controlled by one or more individuals who are Indians. To ensure actual control over the enterprise, the individuals must possess requisite management or technical capabilities directly related to the primary industry in which the enterprise conducts business. The enterprise must meet these requirements throughout the following time periods:
1. At the time an offer is made in response to a written solicitation;
2. At the time of the contract award; and
3. During the full term of the contract.
Indian Small Business Economic Enterprise (ISBEE). An IEE that is also a small business concern established in accordance with the criteria and size standards of 13 CFR part 121. Offerors that do not fall into this category will not be considered for award.
