Conducting Procurement Unit: Department of Public Safety (DPS)
The purpose of this RFP is to enter into a contract to provide: Automatic Car Wash Services
This RFP will result in multiple contract awards.
DPS Employees will make individual best value determinations when placing orders for car wash services under this multi-award contract. This determination will be based on factors that best meet their operational needs, including but not limited to:
• Patrol route
• Section Location
• Location of Trooper's residence
There will be no guaranteed volume of usage

(2) (2) When buying a procurement item from a multiple award contract solicited through an RFP, a procurement unit may place orders with any vendor or contractor under contract based on which procurement item best meets the needs of the procurement unit. Contracts awarded through the RFP process are awarded based on best value as determined by cost and non-price criteria specified in the RFP. As a result, vendors, contractors, and procurement items under contract issued through an RFP have been determined to provide best value to procurement units buying from these contracts.
The methodology or formula that will be used to determine the number of contract awards is:
Stage 1: Initial Review
In the initial phase of the evaluation process, the conducting procurement unit will review all proposals timely received. Non-responsive proposals not conforming to RFP requirements or unable to meet the mandatory minimum requirements will be eliminated from further consideration.
Stage 2: Technical Proposal Evaluation
Responsive proposals will then be evaluated by an evaluation committee appointed by the conducting procurement unit against the proposal evaluation criteria noted in the Technical Criteria prerequisite of this RFP. Proposals will be evaluated against the evaluation criteria as follows:
Company Experience & Qualifications - 150 points possible
Customer Service Standards – 150 points possible
Service Locations and Coverage Options - 150 points possible
Quality Control – 150 points possible
Environmental & Sustainability Practices – 100 points possible
Account Set-Up & Billing – 100 points possible
Offerors that achieve a minimum score threshold of 560 will proceed to the Final Stage: Cost Proposal Evaluation.
The Offeror with the lowest total cost will receive the maximum points of 200. Points assigned to each Offeror’s cost proposal will be based on the lowest proposal price. The Offeror with the lowest total cost will receive 200 or 100% of the total cost points. All other Offerors will receive a portion of the total cost points based on what percentage higher their total cost is than the total lowest cost. The formula to compute the points is: Cost Points x (Lowest Proposed Price/Proposed Price).
Pursuant to Utah Code Annotated (UCA) § 63G-6a-707(7), the cost proposal will be evaluated independently from the technical proposal, and as such, must be submitted separately from the technical proposal. Offerors must not include costs or pricing data in their responses to the Mandatory Minimum Requirements and the Technical Response.
Offerors with a score of less than the minimum required technical points will be deemed non-responsive and ineligible for further consideration. Any proposal that receives 700 total points from the combined technical and cost scores will be awarded a contract. Each awarded contract will allow offerors to provide for locations/counties that are identified with the submission. The evaluation score sheet has been attached to this RFP. The attached evaluation score sheet states the relative weight that will be given to each evaluation criteria.
Length of Contract: 5 Years
Vendor must guarantee its pricing for 1 Year (1 yr)
