THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.



This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Proposals are not being sought and unsolicited proposals will not be accepted.



Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.



Introduction



The Defense Health Agency Contracting Activity (DHACA) on behalf of Program Executive Office Defense Healthcare Management Systems (PEO DHMS) is seeking information from qualified vendors to provide Enterprise Support Services (ESS). The ESS contract provides a comprehensive suite of services to support the PEO DHMS program offices, including management of the Enterprise Service Platform (ESP), operation and maintenance of the Medical Enterprise Test Innovation Center (METIC), management of the Test Infrastructure (TI), and provision of Software as a Service (SaaS) offerings.



Background



The current ESS contract is set to expire, and a bridge contract is necessary to ensure continuity of services while a follow-on contract is being competitively procured. The ESS contract provides critical support to the PEO DHMS program offices, including development, testing, and deployment of software applications and medical devices. The services provided under this contract are essential to maintaining the current readiness posture and supporting ongoing development, testing, and deployment of PEO DHMS portfolio software.



Purpose



The purpose of this Request for Information (RFI) is to identify potential sources that can provide a seamless and uninterrupted Enterprise Service Solution with zero transition to ensure no disruption to ongoing services, thereby maintaining continuity and minimizing risk to existing operations.



Requirements



We are seeking information on the following key areas:




  1. Experience providing Enterprise Service Support (ESS) environment services, including pre-production environment, software, and physical support for products managed by DHMSM, JOMIS, and EIDS.

  2. Capability to provide Zero-transition plan, with no downtime or disruption to existing operations.

Submissions must adhere to the following guidelines:




  1. Responses are due by 14 February, 4:00 PM Eastern Time. Please submit responses via email to Domonique P. Holmes via email to Domonique.p.holmes.civ@health.mil with the subject line of DHA RFI ESS Bridge.

  2. Responses should address the information requested in the Requirements section.

  3. Responses should be in PDF format and are limited to 3 pages.

  4. The applicable North American Industry Classification System (NAICS) is 541513 and the applicable Product Service Code (PSC) is DA01.
