Force Calibration System
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13, Simplified Acquisition Procedures.
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Register (FAC) 2025-04 effective 6/11/2025.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing with a small business size of 1,000 employees. This acquisition will be completed as a Total Small Business Set-Aside.
The Hardness Standardization Laboratory within the Material Measurement Laboratory maintains the U.S. national realizations of hardness scales in support of Standard Reference Materials (SRMs) and international key comparisons. Applied force is one of the most significant factors influencing hardness measurements and scales. The laboratory’s current force calibration system is aging and lacks the performance, stability, and traceability required to maintain alignment with international National Metrology Institutes (NMIs).
The laboratory requires a new digital precision amplifier and three force transducers (or load cells). The upgrades will ensure the traceability, accuracy, and stability for calibrations performed on the Primary Hardness Standard Machines (PHSMs) and reduce hardness measurement uncertainty. The contractor shall deliver a force calibration system comprising a Digital Precision Amplifier and three Force Transducers with calibration certificates traceable to an NMI.
