Notice is hereby given that the City of Washougal is soliciting qualification statements from consultants to select a design consultant for professional services on the 39TH Street Sidewalk Project.



Background

The City of Washougal was awarded grant funding through the Washington State Department of Transportation’s Safe Routes to School Program for the 39th Street Sidewalk Project. This project will improve pedestrian safety and connectivity along a key corridor linking Evergreen Way to J Street, serving students traveling to Gause Elementary School, Washougal High School, and Excelsior High School.

The 39th Street corridor currently experiences high vehicle speeds and lacks continuous pedestrian facilities, creating safety concerns for residents and students walking or biking to nearby schools. The project will address these issues by constructing approximately 2,200 linear feet of new sidewalk, upgrading ADA curb ramps, installing high-visibility crosswalks, Rectangular Rapid Flashing Beacons (RRFBs), speed feedback signs, and speed cushions, as well as adding pedestrian-scale lighting and buffered bike lanes.

This project supports the goals of the City’s Transportation Capital Facilities Plan (adopted April 2021) and Washougal Safety Plan (adopted February 2022) by improving non-motorized access, reducing vehicle speeds, and enhancing multimodal safety and connectivity.

The City is seeking a qualified consultant to provide engineering design services for this federally funded Safe Routes to School project, including environmental documentation, public outreach, right-of-way coordination, and preparation of bid-ready plans, specifications, and cost estimates.

In addition to the Safe Routes to School improvements, the City intends to evaluate and address drainage issues along 39th Street identified in the City’s Stormwater Master Plan. Runoff from a nearly 30-acre drainage basin currently collects along the 39th Street gutter lines and converges at the intersection with Evergreen Way, where frequent flooding occurs due to limited collection and conveyance capacity. The existing 18-inch storm system is estimated to be operating at approximately 75% capacity during a 100-year storm event, and the City lacks easement access to maintain the outfall. As part of this design effort, the selected consultant will also analyze stormwater conveyance and potential infiltration improvements along the corridor. This drainage analysis and related design work will be funded separately through the City’s stormwater utility.
