The Town of Shelburne, Vermont (Owner) hereby request proposals of contractors for Construction
Management services as outlined in this Request for Proposals (RFP). Responses to this RFP are due
by 4pm on July 22, 2026.
I.
PROJECT DESCRIPTION
A. The Project
The Town of Shelburne issued a Request for Proposals on November 17, 2025, with responses due
January 16, 2026. The proposal sought qualified architectural and engineering consulting services to
evaluate, cost out, plan, and prepare construction documents for extensive renovations to three historic
Town-owned buildings that require significant repair and interior improvements. The buildings which are
all on the National Register of Historic places included are:
• Historic Shelburne Town Hall was constructed in 1927. An addition to the rear of the building was
completed in 2019 to create the current Pierson Library.
• Shelburne Village School was constructed in 1926. The 37,000 sf building now serves as the Town
offices after an extensive renovation in 2001.
• Pierson Building was constructed in 1816. It currently is rented out and is being operated as a toy
shop.
The planning and design part of the project is broken out into three phases. Phase 1 is the assessment
and planning process; Phase 2 is for design development, and Phase 3 is for construction documents
(contingent on Phase 1 and 2 approvals). The Town selected to contract with Wiemann Lamphere
Architects on February 10, 2026. The selected architectural and engineering team is currently working on
Phase 1 with a Report due the to the Town in early June.
There are a few repairs, primarily mechanical, that will need to be completed in the Summer of 2026 as
well as it’s expected that selective demolition will also be required during the Phase 2 design and
planning work. Therefore, the Town has decided to select a Construction Manager (CM) to aid in the
initial work to be completed this year. The selected CM will also be involved in pre-construction during
the Phase 2 and Phase 3 design phases, providing support on constructability, phasing, and estimating.
At this time the CM will be contracted to manage the immediate work that needs to be done, the selective
demolition, and the pre-construction services listed. At the end of this initial pre-construction phase, the
CM will have the opportunity to be contracted for the implementation of the construction documents that
result out of Phase 2 and 3 within the design phase. For clarity, the CM contract will be defined as Phase
A (pre-con and immediate repair needs) and Phase B (construction of the construction documents that
come out of Phase 2 & 3 design services).
B. Ownership
All buildings are owned by the Town of Shelburne.

C. Project Goals
The project goals are to restore, renovate, and update the existing buildings to meet current energy, life
safety, building, and accessibility codes as well as repair necessary repairs and improvements while
addressing the historic preservation requirements. The design process in Phase 2 will explore up to (3)
options of renovation options to improve the use of space and provide expansion opportunities to
departments within the Town Offices that have outgrown their current spaces. The Project includes
replacing the existing MEP systems with a new HVAC and electrical systems.
D. Phasing
It is anticipated that the Project will be constructed in multiple phases. Since the Town Offices are
occupied, the CM will help in creating a phasing plan to show how to approach the construction and how
to move departments around to accommodate during construction. There are opportunities to use the
Pierson Building and the historic Town Hall for temporary offices during construction. The CM will also
review each building’s proposed renovation and related cost to help define the order each building should
be renovated in to help with the required phasing and temporary office space.
E. Construction Management Services
We are requesting Pre-Construction services including estimating for Phase A.
We are requesting Bidding and Construction Management services for Phase B only.
Your contract will be with the Owner, The Town of Shelburne.
The Town is pursuing various grant opportunities, and you will be required to ensure project
compliance with any applicable grant requirements in Phase A and B.
II.
REQUEST FOR PROPOSALS
A. Budget
Phase B budgeted construction cost is $10 million based on previous building assessments of each
building completed in 2024 and 2025. They are as follows.

• Old Shelburne Town Hall Conditions Assessment, by Hawk & Trowel Restoration and Masonry, dated
July 17, 2025
• Shelburne Municipal Offices Building Envelope and Conditions Assessment, by Hawk & Trowel
Restoration and Masonry, dated August 13, 2025
• Pierson Building Architectural / Historic Assessment, by Tom Bursey Designs, PLLC, dated
December 19, 2024
B. Construction Timeline
Phase A which includes immediate repairs, mainly roof-top mechanical units and selective demolition will
take place during the Summer of 2026. Phase B will require a bond vote in the Spring of 2027 (to be
confirmed) and based on a successful bond vote, construction would want to being in April 2027. The
expected construction timeline is unknown at this time and will be part of the Phase A construction
phasing and planning process.
III. QUALIFICATIONS
A. Firm
1. Provide a brief description of your firm’s size, capabilities, people, and business approach.
2. Describe the extent of your firm’s experience involving comparable projects utilizing the
Construction Management (CM) delivery process.
3. Describe how your firm approaches sustainability and describe actions your firm incorporates
on each project.
4. Describe your firm’s experience with historic renovation projects and the complications and
attention to detail that are required with such delicate projects.

5. Describe your approach to phasing a project and provide examples of successful phasing in
past projects.
6. Provide evidence of financial strength and manpower required to complete the project.
Provide an AIA 305 Qualification Statement.
7. Provide evidence that your firm can secure a 100% Payment and Performance Bond in
the form of a letter from your bonding company. Provide your cost for bonding the project,
assuming $10 million total construction cost.
8. Describe your firm’s safety program and record. Explain your system of enforcement with
your own forces and subcontractors. Explain the safety protocols to be put in place and their
conformance with OSHA and local code requirements as well as health and safety
regulations. Explain any OSHA and/or local code violations your firm may have received in
the past five years.
9. Provide a list of five customer and five trade references. Include address, email and
telephone numbers.
B. Team
1. Describe how you will structure your team and identify who the members will be for the
preconstruction services including Preconstruction Services Lead and Estimator. In addition,
identify who you would propose to manage the project and subcontractors during
construction including but not limited to Project Executive, Project Manager, and
Superintendent. Provide resumes and relevant experience of each.
2. Describe each member’s role in the project and their corresponding percentage of effort with
the project.
3. Provide evidence of consistently accurate estimating during the design phase and the ability
to complete the construction phase within the budget given in the design phase. Provide an
example estimate on a similar past project.
4. Provide a copy of your insurance coverage. Including General Liability, Worker’s
Compensation and Builder’s Risk.
C. Services
1. Describe your approach to working with the Owner, Design Team, and
Contractors.
2. Provide an appendix detailing the pre-construction scope of services to be
provided including but not limited to:
· Provide an estimate of probable cost at the end of Schematic Design
(assume high level estimates of probably cost for three schematic
design options), Design Development and at 75% Construction
Documents.
· Participate in meetings with the Owner and A/E team.
· Constructability review and value management participation
throughout the process.
· Provide input on the timing, construction phasing, and schedule of the
project
3. Provide information detailing the scope and duration of construction
management services to be provided during bid and construction phases. What
special methods/techniques do you employ? The following items outline a guide
to be used as CM for scope of services during bid and construction phases, but
is not intended to be all inclusive:

· Procure subcontractors in conformance with 2 CFR Part 200
Subpart D and federal and state grant requirements, including
BABAA. Review and tabulate bids and coordinate with Owner and
Architect on selection. Document procurement processes in
accordance with grant requirements.
· Identify and coordinate long lead time material and/or equipment
items.
· Constructability review and value management participation
throughout the process.
· Establish and maintain an on-site office during Construction.
· Lead weekly construction meetings and distribute minutes of the
meeting. Include a budget and schedule update.
· Coordinate all utility work with affected utilities.
· Provide field coordination.
· Provide construction scheduling.
· Manage all construction sub-contractors in the field.
· Coordinate with all Owner’s vendors.
· Review and validate any T&M work.
· Review contractors change requests and make recommendations to
the Owner and Architect.
· Manage shop drawing and submittal process.
· Assure that record drawings (as-builts) are kept current.
· Maintain a file of all project documentation, submittals etc. to be
given to Owner at project completion.
· Coordinate punch list inspections with the A/E team and closeout of
punch list items.
· Prepare and review payment documentation in compliance with
grant requirements.
4. How will your firm ensure quality workmanship and material? Describe the
system that is in place to ensure good workmanship and installation of proper
materials and equipment by the subcontractors.
5. Describe your firm’s approach to managing change orders and requests for
them.
6. Provide a description of project management software that will be used during
the construction process and how your firm utilizes technology.
7. Describe your firm’s successful experience navigating federal and state grant
requirements for large construction projects, including but not limited to BABAA
Compliance. Note until grants are known, the Project does not have defined
State and Federal grant requirements yet but typically Federal grants require
BABAA but there are certain exemptions (ie: historic buildings) that may be
allowed.
IV. Fees
1. Provide a fixed, lump sum fee for overall pre-construction services and
estimating based on the aforementioned preconstruction scope of services.
2. Provide a fixed, lump sum fee for General Conditions including a line-item
breakdown identifying services provide by the GC or by others.
3. Provide a construction management fee percentage for the project assuming a
$10 million construction package.
4. Indicate your percentage mark-up for change orders.

V.
Evaluation and selection process
1. The Owner and Architect will review the submittals utilizing a framework for
scoring the proposals. See attached CM Interview Rating Sheet and complete
attached CM Pricing Sheet.
2. There will be a mandatory walk-through at Shelburne Town Offices at 1pm on
July 1, 2026. Email Kelley DesRoches at kdesroches@wiemannlamphere.com
if you plan to have a representative from your firm attend.
3. Questions may be directed to Kelley DesRoches at
kdesroches@wiemannlamphere.com on or before July 8, 2026. Answers will be
distributed to all who expressed interest by Addendum on July 13, 2026.
4. PDF Submissions should be emailed to Kelley DesRoches at
kdesroches@wiemannlamphere.com and should cc the other email address
listed below under “Proposals Due” by 4pm on July 22, 2026. A selection will
not be made at this time to allow for a period of review.
5. Finalists will be identified on July 27, 2026 and may be requested to attend an
interview during the week of July 29, 2026. A selection will be made by July 31,
2026.
6. Once a selection is made, the Owner will look to finalize a contract with the
selected firm.
7. The Project reserves the right to accept, reject, or seek modifications to any
response.
VI. PROPOSAL DUE
Responses to this RFP are due by 4pm on July 22, 2026. Late responses will NOT be
