THIS IS A NOTICE OF INTENT TO SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
This notice announces the intent by the Defense Health Agency Contracting Activity (DHACA) in support of the DHA Assistant Director Healthcare Administration (AD HCA), Health Care Operations, Healthcare Optimization Division to award a new, sole-source requirement in accordance with RFO 6.103-1(b) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The required services are to provide stewardship, sustainment, and quality assurance services for the Global Master Trainer Institute (GMTI) program, a proprietary, enterprise-wide training infrastructure which has already been successfully implemented. The Institute for Healthcare Excellence (IHE) is the only source capable of providing the required stewardship and sustainment services for the GMTI program.
The IHE is the sole developer and owner of the proprietary Global Master Trainer Institute (GMTI) methodology and the RELATIONS® for Healthcare Transformation (RHT) curriculum, which serves as the foundation of the DHA implementation.
The Medical Research and Development Contracting Division 2 conducted market research consisting of an online review for the same or similar services and contacting knowledgeable individuals in the Government/Industry. A Sources Sought Notice was posted on sam.gov on 17 June 2026 for 15 days. The Government assessed all capabilities statements submitted prior to the closing date based on the SSN instructions. All four responses received were from small businesses. None of the four vendors’ responses demonstrated the expertise, capabilities, and experience to meet the requirement. Based on Market Research and SSN result the Government does not have a reasonable expectation that two or more small businesses can meet this requirement. Therefore, setting aside this requirement as a small business set-aside is not appropriate. It is recommended that the Government post a Notice of Intent to Sole Source and award to IHE for patient welfare and wellbeing communications services in accordance with RFO 6.103(b) only one responsible source and no other type of supplies or services will satisfy agency requirements (SSN Assessment and Market Research Report are attached).
The GMTI infrastructure has already been established across DHA. The purpose of this requirement is to maintain consistency, certification integrity, and training quality across all nine Defense Health Networks.
The North American Industry Classification System (NAICS) for this requirement is 611430 Professional and Management Development Training, and the PSC Code is U008– Education/Training- Training/Curriculum Development.
This announcement fulfills the synopsis requirements under RFO 5.201(b). DHACA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive proposals. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement for the procurement of stewardship, sustainment, and quality assurance services for the GMTI program.
