1. PURPOSE OF THIS NOTICE:
This is a pre-solicitation notice of a proposed contract pursuant to FAR 5.204. The US Government intends to announce a contract solicitation for design and construction services as described within this notice within the next 30 days. This notice is also meant to help identify potential contractors interested in and capable of performing this design and construction project. This is NOT a solicitation announcement and is not to be construed as a commitment by the US Government, implied or otherwise, to issue a solicitation or award a contract.

2. INFORMATION ABOUT THE PROJECT:
The US Army Corps of Engineers (USACE), Europe District plans to solicit proposals for a design-build project to renovate an existing Järva-Jaani School in Järva Rural Municipality, Estonia. The HA project will renovate the interior of the sub-basement to meet safety and sanitary requirements, including a main electrical and heating plant upgrade, 5 fire doors replacement and upper floor ceilings refurbishment. The buildings were constructed in 1940s / 60s. The current condition of the school does not meet sanitary and fire safety standards. The main electrical distribution panel dates from the Soviet era and needs replacing. The heating unit is at the end of its operational life, and there is a risk of failure. Separately, the ceiling finishes in various parts of the school pose a fire hazard due to unsuitable materials. The school is owned by the municipal government and teaches 201 local children. The renovation will make the school healthier and safer for the children and the staff.
All work must be carried out and finished during the school’s summer break.
The project includes the following general items of work.
a. Demolish interior walls in the basement to create open space for the locker rooms
b. Provide new rooms in the basement as shown on attached floor plan
c. Replace all room surfaces in the basement area shown on attached floor plan
d. Replace combustible ceilings in the whole school bldg.
e. Upgrade the main electrical room equipment
f. Upgrade the heating plant in the basement
g. Replace windows in the basement
h. Provide a new exterior exit stair to the southern side of the basement
i. Provide new light wells and windows to the southern side of the basement
j. Correct fire / life safety code deficiencies in basement locker / changing rooms area
k. Replace fire doors.
l. Refurbish / replace ceiling in classrooms, corridors and stairs install lighting to meet fire safety requirements.
3. PROJECT LOCATION:
This project is located in Järva-Jaani Village, Estonia;
Latitude 59°02'50.4"N, Longitude 25°53'01.8"E (Refer to the attached Location Map.)
4. PLANNED SOLICITATION INFORMATION:
This is NOT a solicitation announcement at this time. The USACE anticipates that the solicitation announcement will be made in February 2025, or within 30 days of this notice and will contain many more details surrounding the project and instructions on how and when to submit a proposal. Any attachments within this notice are subject to change at the time of official solicitation announcement, and it is the responsibility of the contractor to monitor. The solicitation will be subject to full and open competition. 5. PLANNED CONTRACT INFORMATION:
The resulting contract will be a Design-Build, Firm Fixed Price (FFP) construction contract.
6. ESTIMATED VALUE OF THE CONTRACT:
In accordance with FAR 36.204(e), the estimated contract value is between $500,000 and $1,000,000. (USD).
7. PERFORMANCE PERIOD:
The anticipated contract duration is between one and two calendar years after contract award, including the complete design and the entire construction project.
8. HOW TO RESPOND TO THIS NOTICE:
This is NOT a solicitation announcement at this time and no response is necessary. If you have technical questions about this project once the solicitation is announced, you must submit them in writing through the "Bidder Inquiry" feature on ProjNet at www.projnet.org\projnet. To access this feature, you will need to enter the bidder inquiry key which will be provided in the solicitation.

9. INFORMATION RESOURCES ON HOW TO REGISTER TO BE ELIGIBLE AS A CONTRACTOR WITH THE US GOVERNMENT
In order to do business with the US Government as a contractor, a company must be registered with the System for Award Management (SAM, www.sam.gov). In order to register on SAM, a company must obtain a NCAGE code and a “Unique Entity ID” number (UEI). You can apply for an NCAGE code and a UEI number simultaneously, but both must be obtained in order to register on SAM.
