Olmsted County Environmental Resources (ER) is seeking proposals from qualified solid waste engineering firms to provide Professional Solid Waste Engineering Services to support the long-term planning, design, permitting, and operational optimization of the county’s solid waste system.
A primary focus of this contract will be master planning for the Kalmar Landfill, including integration with adjacent and supporting facilities such as composting operations and material recovery initiatives and landfill permit modification and renewal. The Kalmar Landfill permit expires February 2030, and renewal must be submitted no less than 180 days before expiration. The selected consultant will work closely with ER staff to provide technical expertise, regulatory guidance, and engineering design services on an as-needed basis.
