Bid Type: Job Contract Locations: Bennington Keywords: Construction (Non Building), General Contractor Bid Description: The Town of Bennington (Owner) is requesting Bids for the construction of the following Project: Town of Bennington Water Resources Division South End Upgrades DWSRF RF3-490-3.0 Bids for the construction of the Project will be received at the Town of Bennington Department of Public Works (DPW) located at 78 Bowen Road, until Friday, February 20th at 2:00 pm local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: Constructing water main line along Weeks Street, Putnam Street, Stonehedge Drive, Jefferson Heights, Merson Street, Crescent Boulevard and Margaret Lane in the Town of Bennington, Vermont. Specifically, the work will include trenching, removal of the existing asphalt and subbase, installation of water main, thrust blocks, hydrants, curb stops, installation of roadway base and pavement and associated site work in accordance with the contract plans and specifications. Bids are requested for the following Contract: General Construction Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated OneDrive website: BID FOLDER - TOB SOUTH END UPGRADES DWSRF RF3-490 Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. The Issuing Office for the Bidding Documents is: MSK Engineers 150 Depot Street Bennington, VT 05201 Prospective Bidders may examine the Bidding Documents at the Issuing Office, by appointment, on Monday through Friday between the hours of 9:00 am to 3:00 pm, Contractor must obtain copies of Bidding Documents from the designated online website. Neither Owner nor Engineer will provide printed copies of the Bidding Documents. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Pre-bid Conference A pre-bid conference for the Project will be held on February 6th at 11:00 am at the Town of Bennington Department of Public Works (DPW), located at 78 Bowen Road, Bennington, VT 05201. Attendance at the pre-bid conference is encouraged but not required. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. FUNDING AND PROJECT PROCUREMENT This project is funded in part through the Vermont Drinking and/or Clean Water State Revolving Fund. Consequently, the following provisions apply to this WORK (more detail for each of these provisions can be found in Instruction to Bidders): 1. Bid security in accordance with the Instructions to Bidders 2. Disadvantaged Business Enterprise (DBE) requirements 3. Performance BOND and Payment BOND each in the amount of 100% of the contract price 4. ‘American Iron and Steel (AIS) provisions of P.L. 113-76, Consolidated Appropriations Act 5. Federal Wage Rates as determined under the Davis-Bacon Act 6. This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022. 7.
