Solicitation Description:

PURPOSE

To ensure compliance with federal, state, and local procurement regulations, Birdville Independent School District (BISD) is soliciting competitive sealed proposals for Custodial Supplies. These products will be purchased through BISD Distribution Center for distribution to campuses and departments districtwide. The estimated annual contract value is $116,772.93, based on 2024–2025 expenditures. Quantities listed in the line items are estimates based on the District’s ordering patterns during the 2024–2025 school year.

This solicitation will replace RFCSP 014-24 Custodial Supplies . Vendors currently awarded under RFCSP 014-24 must submit a new proposal under this solicitation to be considered for continued participation.

Please note: This solicitation does not include chemical cleaning systems, industrial paper goods, or hand soap/sanitizer systems. Separate solicitations will be issued for those product categories.

SCOPE OF WORK

This contract will encompass warehouse drop shipments as specified in the line item schedule. Quantities provided are estimates based on the District’s 2024–2025 purchasing history and are intended for evaluation and comparison purposes only.

BISD does not guarantee any minimum or maximum purchase quantities under this contract. Actual order volumes may vary depending on District needs, available funding, and operational requirements.

CONTRACT TERM AND RENEWALS

This proposal shall be effective from February 1, 2026 through January 31, 2027. The District and Proposer may, upon mutual consent, extend the contract for two (2) additional one-year periods (not to exceed a total of 3 years) upon written request of the Proposer presented no later than forty-five (45) days prior to the expiration of the contract. The rates can be adjusted upward or downward based on the price change specifications on the anniversary date if agreeable to the district. If agreement cannot be reached, the contract is terminated at the end of the current contract period.

An additional ninety (90) day transitional period shall be added to the end of the contractual agreement if desired by the district. The contractual prices, terms and conditions shall remain in force during the transitional period.

PROPOSAL SUBMISSION

Late proposals will not be accepted. No verbal, telephonic, electronic mail or faxed responses will be considered. The preferred method of delivery is through the e-bid system; however, paper responses will be accepted in the Purchasing Department prior to the due date and time.
