Background
The Nevada National Security Site (NNSS) is a U.S. Department of Energy, National Nuclear Security Administration (NNSA) installation, operated by Mission Support and Test Services, LLC (MSTS or CONTRACTOR), comprising approximately 3,561 square kilometers (1,375 square miles) of federally owned land located in southeastern Nye County, Nevada. Located approximately 105 kilometers (65 miles) northwest of Las Vegas, Nevada, the NNSS is accessed from U.S. Highway 95, which roughly forms the southern boundary of the site.
The MSTS also operates the North Las Vegas Facility (NLV); the Remote Sensing Lab at Nellis AFB, North Las Vegas, NV (RSLN); the Remote Sensing Lab at Andrews AFB, Maryland (RSLA); Special Technologies Lab at Santa Barbara, CA (STL); Livermore Operations at Livermore, CA (LO); and Los Alamos Operations at Los Alamos, NM (LAO).
The NNSS has historically used Aqueous Film-Foaming Foam (AFFF) tanks for fire suppressions systems at various facilities throughout the NNSS. These tanks are no longer necessary for the operations of the site and need to be properly disposed.
In some instances, the AFFF material has come in contact with the regular water fire suppression systems of various facilities which has triggered the requirement to collect all water drained from these systems during regular maintenance of the suppression systems. Due to the nature of the AFFF material, it is important that the waste is packaged, transported, and disposed following the established processes.
Objective
MSTS requires the services of an experienced SUBCONTRACTOR to provide the services to dismantle and dispose of the AFFF storage tanks and the contaminated water. The approved off-site facility for the disposal of ALL AFFF contaminated items is US Ecology.
Capabilities
The identified SUBCONTRACTOR’s personnel will have the following qualifications:
Site Superintendent
Quality Representative
Safety Representative
Collective Bargaining Agreements
In addition to compliance with the applicable collective bargaining agreements as required in the General Condition entitled LABOR, PERSONNEL AND WORK RULES, Subcontractor is required to be signatory to the collective bargaining agreement(s), and to provide a written Letter of Assent as evidence of such signing. The Letter of Assent shall be delivered no later than 10 calendar days after a Notice of Award.
Being signatory to the collective bargaining agreement(s) means that the Subcontractor agrees to comply with all of the Terms and Conditions set forth in the applicable collective bargaining agreement(s) inclusive of the wage rates, fringe benefits, subsistence and the hiring/referral procedures.
Any work to be performed by crafts covered by the agreements shall be paid, at a minimum, the amounts listed for the respective labor union agreements, or the Construction Wage Rates attached to this Subcontract, whichever is higher.
The successful SUBCONTRACTOR and their lower-tier subcontractors are required to attend a Pre-Job Conference with the Building Trades in accordance with the project labor agreement prior to kick-off meeting.
