Engineering Consulting Services for Water and Wastewater Master Plan

Project Description: This Request for Proposals (the “RFP”) is an invitation by Parkland County (the “County”) to prospective proponents to submit proposals to provide Engineering Consulting Services to develop a Water and Wastewater Master Plan for the County, as further described in Section A of the RFP Particulars (Appendix A) (the “Deliverables”).
The Water and Wastewater Master Plan Project will produce a strategic planning document that will highlight areas with existing water and wastewater servicing, identify the long-term vision of where Parkland County could provide water and wastewater servicing in the future and detail the strategic directions and actions needed to support both current and future water and wastewater servicing in Parkland County. This plan will not only lay the foundation and future for the County’s water and wastewater network but will also support intermunicipal and regional commission planning and provide direction to Administration for conditioning development activities.
The Water and Wastewater Master Plan is to align with Parkland County’s Strategic Plan 2022- 2024 and the four strategic pillars: Complete Communities, Strategic Economic Diversification, Respected Environment and Agriculture and Responsible Leadership. The Water and Wastewater Master Plan should also align with Parkland County’s statutory plans such as the Municipal Development Plan (February 2025) and the future Land Use Bylaw (Q3 2025).
