NASA/ARC intends to extend Contract 80ARC021D0001, Project and Engineering Support Services II (PESS II), with Millennium Engineering and Integration Services (MEIS) on a sole source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
The period of performance will be extended for two (2) years, consisting of one twelve (12)-month base period, and one (12)-month option period. The period of performance will be extended from April 1, 2026, through March 31, 2028, if the option is exercised.
The extension is necessary to continue on-going mission critical work (Artemis, Lunar Exploration, Space Science and Planetary Research, Astrobiology, Space Biosciences, Air Traffic Management, Advanced Air Mobility, Advanced Air Transportation Technology, Small Spacecraft Technology, Commercial Supersonic Technology, NASA Engineering and Safety Center Support, and Secure Airspace Operations), pending placement of a follow-on procurement vehicle.
The Government does not intend to acquire a commercial item using FAR Part 12.
This notice of intent is not a request for competitive proposals. Nevertheless, interested organizations may submit their capabilities and qualifications to perform the effort, electronically, via email to noor.khazendar@nasa.gov not later than 5:00 PM PDT on Tuesday, April 15, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
