ADVERTISEMENT FOR BIDS LOWER GULPHA GRAVITY SEWER CAPACITY IMPROVEMENTS
HOT SPRINGS, ARKANSAS
Separate sealed bids for the construction of Lower Gulpha Gravity Sewer Capacity Improvements will be received by the City of Hot Springs Purchasing Division at 324 Malvern Ave., 2nd Floor, Hot Springs, Arkansas 71901 until 2:00 PM CT, on MONDAY, NOVEMBER 18, 2024 and then at said time and place publicly opened and read aloud. Bids not received at the above location by the above stated time will not be considered.
The work consists of approximately 20,000 linear feet of sanitary sewer ranging from 42” - 8” diameter and all associated appurtenances.
The Contract Documents, consisting of Advertisement for Bids, Information for Bidders, Bid Form, Bid Bond, Agreement, Performance and Payment Bond, General Conditions, Wage Rates, Drawings, Specifications, and Addenda may be examined at the following locations:

Qualified prospective bidders may obtain a complete set of Project Documents, which will include one
(1) set of construction drawings and one (1) set of project specifications, from the Engineer located at the address below upon payment of $250.00 for ½ sized plans. This payment shall be non-refundable. Email requests to chris.leathers@rjnmail.com . No hardcopy plans or specifications will be sent without payment, and no partial sets will be issued.

A mandatory pre-bid conference will be held at 1:30 p.m. local time on October 23, 2024 at the Purchasing Office Conference Room, 324 Malvern Avenue, 2nd Floor, Hot Springs, Arkansas.
Bidders are hereby notified that pursuant to Act 1068 of 2017 the Arkansas Department of Labor Prevailing Wages Rates will NOT apply to this project.
The Owner reserves the right to waive any informalities in the bidding and to reject any or all bids. Each Bidder must deposit with his bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders appearing in the Contract Documents. Attention of Bidders is particularly
called to the requirements as to conditions of employment to be observed and minimum wages to be paid under the Contract. No bidder may withdraw his bid within 90 calendar days after the actual date of the opening thereof. Bidders must be licensed contractors qualified for business in the State of Arkansas before submitting a bid on this work.
DBE/WBE/MBE (Disadvantaged, Minority and/or Women Owned) businesses are encouraged to participate in the City’s procurement process either as general or sub contractors. Certification as such by the Arkansas State Highway and Transportation Department or other government agency is required for recognition as such an entity.
The laws of the State of Arkansas will be adhered to for bonding requirements. Bids over $35,000 must be accompanied by bid security in the form of a cashier’s check only, (relative to other kinds of checks) drawn upon a bank or trust company doing business in Arkansas or a corporate bid bond and must be in the amount of five percent (5%) of the bid amount. All contracts exceeding $35,000 must have a payment/performance bond.
