The Town of Yarmouth, the Awarding Authority, invites sealed bids for the Great Western Road Drainage Improvements project, located in South Yarmouth, MA, in accordance with the documents prepared by Horsley Witten Group, Inc, dated August 18, 2025.
The work includes, without limiting the generality thereof, constructing drainage improvements on Great Western Road and Curve Hill Road in South Yarmouth, MA. The contractor is responsible for providing all materials, labor, and equipment as specified to perform the work. Bids should be submitted in a sealed envelope bearing the words:

Sealed Bids will be received by the Town of Yarmouth at the Town of Yarmouth DPW, 74 Town Brook Road, West Yarmouth, MA 02673, until 9:00 a.m. on September 10, 2025. Bids will be opened publicly.
Project Estimate: $130,000.00. The project’s substantial completion date is October 24, 2025; all invoices must be submitted and approved prior to the grant funding deadline of October 30, 2025. Project construction must start as soon as possible, unless otherwise approved in writing by the Town.
Each Bid must be submitted in accordance with the Instructions to Bidders and must be accompanied by a Bid Security in the amount of five percent of the Bid in the form of a certified treasurer’s or cashier’s check issued by a responsible bank or trust company, or a bid bond issued by a surety company licensed to do business in the Commonwealth of Massachusetts.
The Successful Bidder must furnish a 50 percent Payment Bond with a surety company, an acceptable bonding company qualified to do business under the laws of the Commonwealth of Massachusetts and satisfactory to the Town of Yarmouth.
Minimum Wage Rates as determined by the Executive Office of Labor and Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27H, as amended, apply to this project.
It is the responsibility of the Bidder, before bid opening, to request, if necessary, any additional information on Prevailing Wage Rates for those tradespeople who may be employed for the proposed work under this contract. Prevailing Wage Rates Schedule number 2025081962906 are applicable to this project.
A weekly certified payroll submittal shall be required of the successful bidder in accordance with MGL C149, S27B. No payments will be made by the Town until all payroll information necessary for the Town to determine compliance with prevailing wage law requirements for the time of the payment request has been submitted. The Contractor shall not discriminate with regard to the personnel employed on this project based on race, color, creed, national origin, gender, sexual preference, handicap, or age.
Bidders are not to include in their bid proposal sales and compensating use taxes on materials and supplies purchased for this project. All materials used are tax-exempt.
Bidders may not withdraw their Bids for a period of thirty days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the Bids.
The bidding and award of this Contract will be under the provisions of M.G.L. c30B, §39M.
The Town of Yarmouth reserves the right to waive any informalities in bids and to reject any or all bids or waive any formalities that appear to be in the best interest of the Town. A bid that includes an abnormally low or high amount for any item may be rejected as unbalanced.
