CMV Night Heads-Up Display

The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) awarded a firm-fixed price Delivery Order under Basic Ordering Agreement (BOA) N0001923G0001 to Elbit America, Inc., 4700 Marine Creek Pkwy., Fort Worth, TX, 76179-3505 on a sole source basis for the procurement of CMV-22 Night Heads-Up Displays (HUDs) under the Elbit America, Inc. BOA. The Delivery Order is in-scope to the terms of the Basic Contract for the procurement and delivery of the Night HUDs in support of the V-22 Aircraft. This action was awarded on a sole source basis to Elbit America, Inc. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Elbit America, Inc. is the Original Equipment Manufacturer (OEM) of the Night HUD components on the V-22 aircraft. The Government does not possess (or cannot provide) the data necessary to procure the items. Consequently, Elbit America Inc. is the only responsible source with the necessary access to the technical data and requisite expertise to provide the Night HUDs within the required schedule.
