3D Electronics Printer Ink

This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Products and Commercial Services, and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 333248 (All Other Industrial Machinery Manufacturing) with a small business size standard of 750 employees.

The Government requires the procurement of two different types of ink for a 3D Electronics Printer, and intends to negotiate a sole-source award for this requirement with Nano Dimension USA Inc., 300 5th Ave., Waltham, MA 02451-8778. Relevant Nano Dimension part numbers and product descriptions for the required ink are as follows:

Item 1 – P/N: NND-MAT-CI-0302 / AGCITE ink 90072, 200ML, pack of 6 / qty. 1 each

Item 2 – P/N: NND-MAT-DI-0302 / DI ink 1092, 400ML, pack of 6 / qty. 1 each

The Government has determined that other companies' products and services do not meet or cannot be modified to meet the Government's needs. The Government owns and currently has in service a Nano Dimension branded 3D Electronics Printer system that was originally purchased on a sole-source basis from Nano Dimension in August 2023. As ink included with the initial system purchase has nearly all been consumed, additional ink is required for continued use of the machine. Interchanges with Nano Dimension have yielded that they - Nano Dimension - are the sole source provider of consumables (i.e. inks) for their machines, and they do not have a network of resellers through whom the consumables can be purchased. Moreover, use of Nano Dimension materials and inks is required in order for all applicable warranties to remain valid and in effect. For these reasons, the Government has determined Nano Dimension to be the sole-source provider of the required ink.

This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.

Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 15 March 2025.

A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
