Notice of Intent to Sole Source

This is a Pre-Solicitation notice to post that the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) will be soliciting for Project Facilitator (PF) Services under NAICS 541330 to support the VISN 7 Atlanta Utility Energy Services Contract (UESC) via a direct sole source SDVOSB contracting authority under FAR 13.106-1, Public Law (PL) 109-461, and 38 U.S.C 8127.
This procurement is being conducted in accordance with the procedures in Federal Acquisition Regulations (FAR) Part 13 Simplified Acquisition Procedures (SAP). The Government contemplates award of one (1) Firm Fixed Price (FFP) contract with one (1) base CLIN for project facilitator (PF) services for the preliminary assessment (estimated period of performance is 4 months) and two (2) option CLINs for PF services for the Investment Grade Audit and Implementation phases. The total period of performance including options is estimated to be four years. The base CLIN project scope of work consists of providing PF services for the Preliminary Assessment (PA) of the VISN 7 Atlanta VAMC UESC. If the PA is successful and the VA determines to move forward with an Investment Grade Audit (IGA), the option CLIN for PF services for the IGA will be exercised. The VA will make a determination whether or not to move forward with the UESC when the IGA is complete. If a determination is made to move forward, the option CLIN for PF services for the implementation phase will be exercised. PF services include evaluating the applicable UESC project submittals, as well as overall project tracking and reporting on meeting minutes for the base CLIN and any exercised Option CLINs. In accordance with VA Directive 0055, the Project Facilitator shall be certified and approved as a Certified Project Facilitator by the Department of Energy (DOE).
The Government anticipated Period of Performance (PoP) for this requirement will begin on 04/01/2025 and conclude on 03/31/2029. An earlier start date is possible should the Contractor and the Government come to a mutual agreement prior to 04/01/2025.
It has been determined a sole-source award to EMP2, Inc. is in the best interest of the government for this acquisition. In accordance with VAAR 819.7008(b) (DEVIATION), the Contracting Officer s determination whether to make a sole source award is a business decision.
A Solicitation and Request for Quote (RFQ) will not be posted to Contract Opportunities/SAM.gov as this will be a sole-source award to one source under the authority of FAR 13.106-1. A Request for Quote will be issued directly to EMP2, Inc., a DOE-approved project facilitator and certified SDVOSB eligible for a sole-source award under the Veterans First Contracting Program.
This pre-solicitation notice does not constitute a Request for Quote or Request for Proposal. This pre-solicitation notice is being provided IAW with FAR 5.204 Pre-solicitation notices.
