Description



STATEMENT OF WORK



Preventative Maintenance, Calibration, and Emergency Repair Service for



Four (4) Pieces of Test Equipment





1. GENERAL



The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division, Picatinny



Detachment (Code G1) requires Preventative Maintenance and Calibration, Emergency Repair Service, and limited



parts for four (4) Pieces of Test Equipment. The 4 units are identified in Table 1. Each of these units provides a



specialized resource for environmental testing. The on-site location of all 4 units is Building 458 at Picatinny



Arsenal, New Jersey.





The periods of performance shall be ONE base year with Four option years.





2. SCOPE



The Government requires on-site contractor support for 4 pieces of test equipment (makes and models listed in



Table 1). This support shall consist of the following firm-fixed price services and not-to-exceed parts allowances



during the base year and four optional periods of performance:






  • Preventative Maintenance & Calibration Service;

  • Emergency Repair Service (6 visits, not-to-exceed 12 hours each visit);

  • Repair Parts (up to the not-to-exceed).

3. REQUIREMENTS



3.1 Preventative Maintenance. The contractor shall provide preventative maintenance for all 4 units listed in



Table 1:



- Inspect all electrical connections and adjust as needed;



- Inspect all hydraulic connections and adjust as needed; Change oil/filters (replace with new);



- Inspect all air connections and adjust as needed;



- Grease all fittings. Change any belts (replace with new);



- Inspect and verify all controls working as OEM;



- Inspect any other parts not previously mentioned;



- Inspect each unit after all changes to verify it works as OEM;



- Conduct performance tests as described in OEM manual;



- Contractor shall provide a Maintenance Service Report (See 3.5 of this document) for all 4 units.



3.2 Calibration Service. The contractor shall provide calibration service for all 4 conditioning units (if



applicable), which shall coincide with the execution of the preventative maintenance service. Calibration service



shall consist of the following:



- Calibration system shall comply with ANSI/NCSL Z540.3-2006, and ISO/IEC 17025:2005 using a



minimum 4:1 ratio;



-All calibrations shall be traceable to N.I.S.T. (National Institute of Standards and Technology);



- Next calibration due date shall be approximately one (1) year from date of current calibration;



- Calibration Seal shall be affixed to all calibrated units showing calibration and due dates;



- Contractor shall provide a Calibration Report and Certificate of Calibration (See 3.5 of this document)



for all 4 calibrated units.



3.3 Emergency Repair Service. The contractor shall provide repair service for the 4 units, as required,



consisting of the following:



- Contractor shall execute repairs, as needed and as negotiated, not-to-exceed 12 hours per visit;



- Contractor shall provide a Contract Field Service Report (See 3.5 of this document) after repair is



completed.



3.4 Repair Parts and Consumables. Parts and consumables required for maintenance and repairs shall be



identified by the contractor. This cost will be listed under a separate contract line item and will have a not-to-exceed



(NTE) amount.





3.5 Contract Data Requirements List (CDRL). The following are deliverable CDRL items. More details



will be provided in the approved contract.



- CDRL A001 – Maintenance Report (refer to 3.1)



- CDRL A002 – Calibration Report (refer to 3.2)



- CDRL A003 – Calibration Certificate (refer to 3.2)



- CDRL A004 – Contract Field Service Report (refer to 3.3)



4. SCHEDULE AND PERFORMANCE REQUIREMENTS





4.1 Preventative Maintenance and Calibration Schedule. Preventative maintenance service shall be



completed on all 4 units within 45 days of contract award. Future preventative maintenance periods, if exercised by



contract option, shall be completed at approximately 12 month intervals following the 1st year of service.



4.2 Performance Tests. After Preventative Maintenance and Calibration is completed, the contractor shall



demonstrate that the 4 units have the ability to achieve and maintain the OEM conditions.





4.3 Repair Schedule. Repair services shall be conducted on all 4 units on an as-required basis.
