NOTICE OF INTENT

The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) intends to negotiate a sole source contract with North America Agence France-Presse (AFP) 24/7 International. A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 13.501(a).

The proposed contract action is for the North America AFP 24/7 international real-time news text wire service. The portal features provide comprehensive, real-time, global news coverage to support media monitoring and intelligence gathering. AFP reporting is accurate and adheres to strict editorial standards. DISA requires independent, comprehensive and up-to-the-minute real time/live coverage of the world’s main political, diplomatic, social, economic, business, health, science, technology, environment, and culture breaking news and local details. DISA has a watch floor operation to ensure comprehensive information is readily available in real time. AFP has the expansive global coverage with near immediate updates through AFP News Platform. Failure to have access to this real-time news text wire service would put DISA at a disadvantage requiring numerous manhours to scour the web for the same information or to wait until AFP reporting is reposted through a separate new service.

At this time, the incumbent contractor North America AFP is the only source capable of providing all necessary services for the North America AFP 24/7 international real-time news text wire service.

The statutory authority for other than full and open competition, 10 USC 2304 (c) (1), as implemented by FAR13.501(a), Sole source (including brand name) acquisitions. Companies who believe they can provide this service must indicate their interest in writing within 5 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.

The North American Classification System (NAICS) code 516210 - Media Streaming Distribution Services, Social Networks, and Other Media Networks and Content Providers, will be used for determining company size status.
