Solicitation Summary
The City proposes to retain a highly qualified, capable firm(s) to act as the Planning and Zoning Consultant in order to assist with the redevelopment of the City’s zoning code and development regulations. The selected Consultant will be awarded a not-to-exceed value contract in order to complete the project within the required timeline.

Additional Instructions
The City is in the process of creating a new form-based zoning district in and around the former Harford Memorial Hospital site. There are no plans to have additional form-based code elements in the new code at this time. However, there is a need to define the “downtown” as its own zoning district. The City has received $20,000.00 in Federal funds from the National Park Service, U.S. Department of the Interior, made available through the Maryland Historical Trust’s Certified Local Government program. These funds will be used through this project to identify the historical elements of the City, including but not limited to, massing, scale, setbacks, and design elements, to help define the location and suggest parameters for a new zoning district yet to be created.
