Description
Description of Work: This is a Pre-Solicitation synopsis for the Fairchild's Mission Support Complex, buildings 2245/2248/2249 in accordance with FAR Part 5.204. The purpose of the project is to consolidate a multitude of user groups from both the existing buildings (2245/2248/2249) and other buildings into one holistic facility.
The contractor shall provide all materials, equipment, labor, and general conditions to accomplish the construction renovation effort to include: design-build effort, demolition, hazardous material survey, abatement, underground storage tanks, soil testing, structural design and work, water systems, pavement work, storm-water management, utilities work, sewer work, landscaping work, architectural and interior design, temporary facilities, fire safety, exterior walls and roofing, windows, and carpeting.
The anticipated period of performance is 910 calendar days broken up into three distinct phases.
Location of work will be at Fairchild AFB WA. Work to be performed under the North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction size standard $45.0M.
This acquisition will be a Small Business Set-Aside.
A pre-proposal conference/site visit will be held in accordance with the solicitation. All prospective offerors are highly encouraged to attend this conference. Offerors are encouraged to submit all questions and requests for clarifications no less than seven (7) days prior to the RFP closing date in accordance with the solicitation. The decision whether to respond to questions and requests for clarification made less than seven (7) days prior to the RFP closing shall be at the sole discretion of the Contracting Officer.
Evaluation: Each offeror's proposal will be evaluated in strict accordance with Section M of the Solicitation for Request for Proposal (RFP). The basis for award is to be Subjective Trade-off without technical factors, where past performance will be considered approximately equal to cost or price. The magnitude of the project is between $25,000,000 and $100,000,000. The offeror's proposal must convey to the government that the offeror possesses sufficient past performance experience for relevant construction projects between $25,000,000 and $100,000,000 million. Also, all offerors will be required to submit bonding capabilities that a commensurate with offerors’ proposal amount. The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if the Contracting Officer deems discussions are in the government’s best interest.
If the lowest priced offer is determined to have a “Substantial Confidence” performance rating and is determined to be responsible, then the lowest priced offer represents the best value for the government and will be awarded the contract, subject to the availability of funds.
Award: The government anticipates the award of one Firm-Fixed Price contract.
This is a Pre-Solicitation Notice. The RFP will be posted on the System for Award Management (SAM) at http://www.sam.gov on or about 1 May 2025 and close on or about 3 June 2025. The anticipated award date no later than 31 July 2025. This is an all-electronic solicitation release. Hard copies are not available. The government will post amendments to the solicitation to the Electronic Posting System (EPS) at http://sam.gov/. It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. Prospective contractors must be registered in the System for Award Management (SAM) database before award of a government contract. Failure to register in the SAM database may cause your firm to be ineligible for award.
