The U.S. Army Corps of Engineers, Rock Island District, intends to rent and install 300 linear feet of 24-inch HDPE pipe, 12 x 24-inch HDPE elbows, 9 x 24-inch to 18-inch flanged reducer connections, and field fuse the pipe to emergency deployed 18-inch diesel pumps in support of USACE – Rock Island District, National Flood Fight Materiel Center, on a sole source basis in accordance with The statutory authority permitting other than full and open competition when only one source is reasonably available is 41 U.S.C. §1901, as implemented by FAR Subpart 13.5, and FAR 13.106-1(b)(1). As provided in FAR 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
The U.S. Army Corps of Engineers, Rock Island District, intends to enter into a firm fixed-price contract with Xylem Dewatering Solutions, Inc.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. However, any firm that believes it can meet the requirement may give written notification to the Contract Specialist and Contracting Officer in the form of a capability statement. Supporting evidence shall be in sufficient detail that demonstrates the ability to comply with the requirements listed and must be furnished to the point of contact listed below by April 09, 2025 at 10:00 AM Central Time.
A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Due to the emergency nature of this current requirement, capability statements will not be considered for this current procurement.
The US Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. In order to receive a government award, a firm must be registered in the System award management (SAM) (www.sam.gov). Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
