WINSTON-SALEM / FORSYTH COUNTY UTILITIES
Pursuant to N.C.G.S. 143-128 and 129, sealed bid proposals endorsed Water Distribution System
Improvements, FB26230will be received by City/County Purchasing at the front door of City Hall
Building, 101 N. Main Street, Winston-Salem, NC 27101 until 2:00 pm, June 9, 2026, at which time
all bids will be publicly opened and read aloud. The City reserves the right to waive any informalities
in the bidding and to reject any or all proposals.
Contractors must be properly licensed as required by Chapter 87 of the North Carolina General Statutes
- at time of bid opening - to perform the work described herein as the general contractor and must have
the proper licensing governing their respective trades.
The Scope of Work to be performed under these Contract Documents is generally described as
follows:
Installation of approximately 60 LF of 4-inch waterline, 650 LF of 6-inch waterline. and 5,640
LF of 8-inch waterline in residential neighborhoods and downtown corridors including two
segments installed by bore and jack methods.
Installation of approximately 3,530 LF of 12-inch waterline along a rural highway including
one segment installed by bore and jack methods.
Installation of 13 owner-provided Sampling Stations and 6 owner-provided Automatic Flushing
Devices.
Removal of a valve vault and reconfiguration of waterline piping.
Traffic control, site restoration, and related work.
A non-mandatory virtual pre-bid conference will be held at 10:00 am, May 20, 2026, to summarize the
project scope, answer any bidder questions, and discuss the M/WBE subcontracting goals and program
requirements for this project. Please email Catherine Knisley (catherinek@cityofws.org) for the meeting
link. A record of attendees will be made. (Attendance is strongly encouraged as it counts towards the
MWBE Good Faith Effort that is required of bidders.)
Compliance with the City/County Utility Commission's Minority and Women Business Enterprise
program is required on this project. The M/WBE subcontracting goals for this project are 6%
MBE and 4% WBE and must be met separately

1. Highfill Infrastructure Engineering, PC, 380 Knollwood Street, Suite 734, Winston-Salem, NC,
27103 - (Issuing Office);
2. WSFC Utilities, BAS Building Suite 257, 100 E. First Street, Winston-Salem, NC 27101.
