Description

1.0 Introduction



The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential sources capable of performing Non-Recurring Engineering (NRE), materiel procurement, manufacturing, and systems integration for the ALR-69A Radar Warning Receiver (RWR) “A” Kit on the KC-130J aircraft. Subsequently, the installation of the system onboard a single, KC-130J aircraft is desired by the source.



This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. The result of this market research will contribute to determining the method of procurement. This notice is issued solely for informational and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Only interested firms who believe they are capable and can meet the requirements of providing the supplies and services noted above are invited to respond to this notice. NAVAIR will not reimburse any respondents for any expenses associated with their participation in this Market Survey.





2.0 Background and Scope



The Government has a requirement to upgrade the electronic warfare and threat detection capabilities of the KC-130J. The scope of this effort requires the contractor to perform the following:





Kit Manufacturing



Procure and fabricate two (2) complete KC-130J ALR-69A “A” Kits (including structural mounts, cabling, and C–J band antennas). The “B” Kit (Line Replaceable Units) will be provided as Government Furnished Equipment (GFE).



Engineering Integration



Conduct comprehensive NRE to interface the ALR-69A with existing KC-130J avionics, power, and cooling architectures without degrading existing systems.



Installation & Test



Execute one (1) physical aircraft installation and provide engineering support for ground and flight testing at Naval Air Station (NAS) Patuxent River, MD.



Airworthiness & Data



Develop a Level 2 Developmental Technical Data Package (TDP), a Draft Technical Directive, and comprehensive airworthiness artifacts (Electrical Load Analysis, Structural Substantiation, Weight and Balance, RF Cosite Analysis, and System Safety Risk Assessment).





3.0 Submission Instructions



Interested parties possessing the requisite capabilities, facilities, and required engineering expertise are invited to submit a Capability Statement (no more than 10 pages). The statement must detail the vendor’s ability to execute the specific tasks outlined above, including proof of experience with KC-130J avionics integration and generating NAVAIR-approved airworthiness artifacts. The capabilities statement shall include the following:





3.1 Corporate Information



1. Company's name and address.



2. Company’s cage code and Unique Entity Identifier (UEI) number.



3. Company point of contact including email address and phone number.



4. Company's business size and list of North American Industry Classification system (NAICS) codes under which goods and services are provided.



5. Company’s business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, etc.)



3.2 Specific Sources Sought Information Requested



1. Previous or current experience with avionics system integration, including but not limited to fiber optic cabling, Radio Frequency (RF) technology, and other defensive systems.



2. Previous or current experience with the C-130 platform, regardless of type and model.



3. Ability to access aircraft drawings from either the C-130 Fleet Support Team (FST) or the Original Equipment Manufacturer (OEM).



4. Previous or current experience with integration of systems in which the Line Replaceable Units (LRUs) are being produced by a separate OEM and provided as Government Furnished Equipment (GFE).



5. Previous or current experience providing Test and Evaluation (T&E) support either on site or remotely.



6. Ability for personnel to access United States government military installations, unescorted, with a current Common Access Card (CAC). If personnel do not currently possess a CAC, they must have the ability to obtain one.
