NOTICE INVITING PROPOSALS
NOTICE IS HEREBY GIVEN that sealed proposals are invited by the City of Stockton,
California, for PUR 27-001 NPDES Compliance and Program Assistance in strict
accordance with the specifications.
The City of Stockton, herein after referred to as the "City", is requesting proposals from
a qualified and experienced professional consultant or team, herein after referred to as
"Proponent", to provide the NPDES compliance and program assistance to the City. The
City is seeking a compliance and related technical support services to the Stockton
Wastewater Recovery Center NPDES Permit.
Proposal specifications and forms can be obtained from the City of Stockton's website
at: www.stocktonca.gov/mudbid. Proposals must be marked "PUR 27-001 AUGUST 20,
2026" and emailed to city.clerk@stocktonca.gov or delivered (mail or in person) on a
USB flash drive to the Office of the City Clerk, City Hall, 501 W Weber Ave, Building 1,
Floor 1, Stockton, CA 95203, up to but not later than 2:00 pm (PST) on Thursday,
August 20, 2026. Proponents will only be identified as responding to the RFP; no
proposals will be opened or read aloud. Each Proponent must be licensed in
accordance with applicable California State Law.
MODIFICATION OR WITHDRAWAL OF PROPOSALS
A Proposer may modify or withdraw its Proposal by written notice received by the City
prior to the Proposal submission deadline. After the submission deadline, a Proposer
may withdraw its Proposal by written notice at any time prior to contract award. Any
modification to a Proposal after the submission deadline shall be permitted only when
requested or authorized by the City. A withdrawal is effective upon receipt by the City's
designated Procurement representative
The City reserves the right to reject any/or all proposals received and re-advertise.

1.0 ISSUING BODY
This Request for Proposal ("RFP") is being issued by the City of Stockton, Municipal
Utilities Department for the National Pollutant Discharge Elimination System (NPDES)
Compliance and Program Assistance.
2.0 BACKGROUND/SUMMARY
The City of Stockton is a Charter City incorporated in 1850. The City is the county seat
of San Joaquin County and is located in California's San Joaquin Valley, 78 miles east
of the San Francisco Bay Area, 337 miles north of Los Angeles and 40 miles south of
Sacramento. The County is bound by Sacramento County to the north and Stanislaus
County to the south. Approximately 325,000 residents live in Stockton.
The Stockton Municipal Utilities Department (MUD) manages, operates and maintains
three utility enterprises; Water, Wastewater and Stormwater. The Wastewater
Enterprise is the subject of this Request for Qualifications.
The Wastewater Enterprise generally includes the regional wastewater collection
system and the treatment and disposal facilities located at the Stockton Wastewater
Recovery Center (WRC). The WRC is permitted to collect, treat and discharge 55
million gallons per day (MGD) of wastewater. The collection system conveys all
wastewater from the service area to the Stockton WRC through approximately 1,484
miles of sanitary pipelines. Wastewater generally flows by gravity (east to west) to the
sewer pump stations located throughout the City where it is then pumped to the WRC.
Currently, 27 sanitary pumping stations operate in the collection system. Wastewater is
treated at the Stockton WRC and discharged into the San Joaquin River. The WRC
processes wastewater in three steps: primary, secondary, and tertiary (advanced) which
are required to meet environmental standards.
NPDES Permit (Exhibit 3)
The Wastewater Recovery Center (WRC), located at 2500 Navy Drive, is a tertiary
treatment plant that operates and discharges under a NPDES Permit. The Central
Valley Regional Water Quality Control Board adopted the Waste Discharge
Requirements Order R5-2025-0027 NPDES Permit No. CA0079138, on June 20, 2025,
and they became effective on August 1, 2025.
The Permit includes criteria for effluent limitations and discharge specifications,
receiving water limitations, standard provisions, Reporting and Monitoring Program,
numerous Special Provisions, and compliance determination. A copy of the permit is
included in the attachments.
3.0 SCOPE OF SERVICES
The City is seeking a professional Consultant, or team of Consultants under a lead, to
provide technical consulting services related to overall NPDES compliance and Permit
program administration.

The term of the contract will be for the remaining 3-year term of the current permit, with
the option to extend for one additional 5-year permit term.
The proponent applying should have significant experience working with the Central
Valley Regional Water Quality Control Board; the NPDES Permit Program; and be
familiar with the required programs, reports, sampling and/or technical studies required
by the State and in the Permit including but not limited to:
* Salinity Objectives;
* CV-Salts and P&O Study;
* Various Basin Plans;
* Groundwater;
* Pollution Prevention Plans;
* Pretreatment Program;
* Regional Monitoring Program;
* Sludge/Biosolids Discharge Specifications;
* Total Maximum Daily Loads (TMDLs);
* Characterization Studies;
* Title 22, or Equivalent, Disinfection Requirements;
* Toxicity; and
* Whole Effluent Toxicity.
The proponent shall plan to meet or confer with staff as needed and attend occasional
public meetings, hearings and/or work sessions with the City Council and/or its
Committees. For this proposal, assume monthly meetings with Department staff, two
presentations to Council committees, one presentation to the full City Council, and one
meeting with the Regional Board.
The proponent shall also plan to be a technical resource for staff as needed. For this
proposal, assume an average of two inquiries a month requesting operational guidance
on items that may require some technical research.
Below are proposed tasks to be considered under this scope of work. These are only
proposed tasks and are not all inclusive. The selected Consultant or team should be
qualified and prepared to provide assistance in compliance with all aspects of the
NPDES Permit, including technical operational support. The proposal should identify
those tasks and deliverables that will meet the needs of the project.
Task 1 - Permit Management/Calendar/Schedule
Upon the issuance of a new NPDES Permit, provide a Permit binder with tabs and a
table of contents that includes all City of Stockton wastewater regulatory documents
including the new NPDES Permit that will be issued in 2030, all TMDL documents,
Pretreatment Ordinance, Time Schedule Orders, etc. Provide fifteen control copies.
Develop a regulatory calendar/schedule with City and Consultant assignments which
define the expected level of effort from each. Update monitoring checklists for the 2030

Permit. It is anticipated that this will be the Master Schedule for meeting the Permit
requirements.
Task 2 - Representation at Meetings and Tracking of Regulatory Developments
Represent the City at RWQCB or State Water Resources Control Board meetings as
assigned. The City may require the Consultant to represent the City on collaborative
regional committees, provide information feedback, and help guide decisions
concerning the City. Consultant shall include time to attend up to 50% of the meetings
on behalf of the City of Stockton and will be responsible for maintaining a tracking
mechanism of historical data, participation, and decision logs. The tracking mechanism
will be distributed by the Consultant monthly with a summary of key responses required
from the City.
The following tasks are currently ongoing:
* CV-Salts
o Act as Stockton's representative at CVCWA Permit and Regulatory Advocacy
(PRA) meetings.
o Act as Stockton's Board of Director representative at Central Valley Salinity
Coalition (CVSC) meetings that cover the Salt and Nitrate Control Program
efforts. Stockton is financially contributing 1) to CVCWA's participation in the
CVSC, 2) to the Salt Control Program Prioritization and Optimization Study,
and 3) to the CVSC so that they retain a POTW Board of Directors seat.
Advocacy has focused on ensuring this program meets the POTW
community's needs (not just those of agriculture or other sectors).
* Central Valley Clean Water Association (CVCWA)
* Delta Regional Monitoring Program
* Participation in meetings and tracking key regulatory issues such as 303(d)
listing process, EPA's PFAS monitoring program for large POTWs, statewide
toxicity studies/efforts, Basin Plan objectives for salinity in groundwater, nutrient
water quality objectives, harmful algal bloom toxin water quality objectives, large
domestic POTW general WDR, Phase 2 update to the Delta Methylmercury Total
Maximum Daily Load (TMDL), in-land nutrient water quality objectives, etc.
Task 3 - Monitoring and Reporting
The City requires an expert to assist in data management, specifically the export of data
from SCADA to Hach WIMS, the City's internal data management system. As
processes are replaced and/or rehabilitated, the Consultant will take lead to implement
optimization strategies for regulatory and process control for all reporting requirements.
A person familiar with the scripts necessary to move data within these systems as well
as the ability to work with laboratory and operating staff is critical. The Consultant will
provide input on the regulatory requirements and standards for Permit required
parameters tracked continuously in the online computer system. Review regulatory
reporting to determine that only Permit required information is provided in each report.

* Ensure that the Regional Water Board's analytical methods and sensitivity
requirements are met when the effluent and receiving water characterization
monitoring is completed in 2027.
* Respond to the Regional Water Board's comments on analytical methods being
used for NPDES permit monitoring.
* Prepare PET tool templates for monthly, quarterly, annual SMRs, as necessary.
* Revisions to the SCADA tertiary tools as necessary.
* As needed, assisting the City transition to a LIMS/WIMS system for automatic
output of chemical data in a format for more seamless population of the SMR
PET tool.
* Technical assistance with upcoming special studies-PFAS monitoring within the
collection system and at the WRC may be required by forthcoming California or
USEPA studies; pyrethroid-pesticide and associated San Joaquin River acute
toxicity monitoring required by the NPDES permit in 2027; and other special
monitoring that may arise.
Task 4 - Outfall and Modifications Project Continuing Services
* Reengaging the California Environmental Quality Act (CEQA) Mitigation,
Monitoring, and Reporting Program (MMRP) requirements once the East Bank
Outfall is in continual use.
* Further work is needed as the treatment ponds and wetlands are transitioned to
use solely for water diversion from the WRC, as required by the MMRP.
Anticipated work involves monitoring biological resources in the wetlands and
ponds as water levels change, relocating aquatic species to nearby waterbodies,
and associated engagement of regulatory agencies, such as the California
Department of Fish and Wildlife (CDFW), if necessary.
Task 5 - Groundwater
The City has participated in groundwater monitoring for many years and has generated
voluminous data points concerning groundwater. It is anticipated the Regional Board
will decrease the amount of monitoring in the new NPDES Permit, but it is undetermined
what the extent of BPTC and reporting will be required. This task shall include a
technical team competent to manage the BPTC and provide the Annual Progress
Reports.
* Routine monitoring at MW-7 and MW-10, with careful attention to evaluating if
groundwater limits are exceeded. Investigate and address any exceedances.
* Prepare a groundwater evaluation summary for 5-year NPDES permit renewal to
support City's interest and minimize further requirements in the 2030 NPDES
permit.
Task 6 - Annual Reports
Consultant will prepare for City review and approval various Permit required reports,
including but not limited to Salinity Pollution Prevention Plan Annual Report and
updates, Annual Nitrate + Nitrate Progress Report, and Annual Progress Report for

Mercury PPP. It is anticipated these requirements will continue in the new NPDES
Permit.
* Prepare permit-required annual reports and the analytical methods certification in
2027
Task 7 - Sewer Use Ordinance, Local Limits, and Enforcement Response Plan
Revisions
Consultant will provide technical support and assistance with revisions to the Sewer
Use Ordinance (Stockton Municipal Code) and Enforcement Response Plans (ERP) for
the Industrial Pretreatment Program and Fats, Oils and Grease (FOG) Control Program.
Consultant will provide data research, acquisition and development as well as
regulatory interactions necessary to accomplish this task.
* By July 2029, complete NPDES permit-required evaluation of the need to update
the Industrial Pretreatment Program (IPP) local limits-warranted because the
NPDES permit effluent limitations have been updated and new treatment
technologies are now in use at the WRC.
* The City has expressed interest in reviewing its decades-old IPP Sewer Use
Ordinance, Enforcement Response Plant, and FOG Program, to verify
consistency with federal General Pretreatment Regulations in 40 CFR Part 403,
including 2007 Pretreatment Streamlining Rule revisions, and other regulations,
as appropriate.
Task 8 - Report of Waste Discharge (ROWD) and NPDES Permit Negotiation
Consultant will prepare the ROWD and negotiate the new Permit with City of Stockton
staff toward the end of each contract period.
* A ROWD must be prepared and submitted by July 31, 2029. The renewal
process will need to address City decisions on continued need for the west-bank
outfall/facilities (e.g., dilution credit for disinfection byproducts), as well as
repurposing ponds/wetlands for emergency storage.
* Draft NPDES permits will be reviewed and negotiated in 2030.
Task 9 - Laboratory Compliance
Assistance with implementing the NELAC Institute's (TNI) 2016 standards, preparing
and responding to TNI audits of the WRC laboratory, reviewing documents and records
to ensure they meet all requirements, internal audits, and tracking routine quality
assurance and quality control.
Task 10 - Biosolids Treatment and Disposal
* WRC operations has expressed interest in assessing future constraints on
biosolids land application, recommendations to address such constraints, and the
exploration of Class A production technologies that destroy PFAS. This
evaluation was planned for 2025-2026, but it was delayed because City attention
has (appropriately) remained on finishing out the Modifications Project and (now)
on adding digester capacity.
