The Town of Manchester, Connecticut, Water and Sewer Department (WSD) is seeking proposals from qualified engineering consulting firms to conduct a comprehensive Inflow and Infiltration (I&I) Study of the Town’s sanitary sewer collection system. The study aims to identify sources of I&I, quantify their impact, and recommend cost-effective solutions to reduce extraneous flows, ensuring compliance with Connecticut Department of Energy and Environmental Protection (DEEP) regulations and optimizing system capacity.
Manchester’s sanitary sewer collection system serves approximately 58,000 residents, conveying an estimated average daily flow of 7 million gallons per day (mgd) to the Town’s wastewater treatment facility. During significant rain events, flows can increase substantially due to I&I, contributing to sewer overflows, basement backups, reduced treatment capabilities, reduces redundancy capabilities, and increased treatment costs. The WSD is committed to reducing I&I to enhance system reliability, protect public health, and minimize environmental impacts, in alignment with CT DEEP’s National Pollutant Discharge Elimination System ( N PDES) requirements.
