RFP No. 2026-04
The Washington County Board of County Commissioners, "the County", is seeking the Professional
Services of a State Lobbyist for the County and agencies with regard to any matters in which the County
may need such services before the Florida Legislature, State, and if applicable, Administrative Agencies,
the Florida Governor and Cabinet in whichever legal role said entities may be performing. Submittals to
act, as State Lobbyist, for the County shall be designed to portray how to complete the range of services
available through the firm that may best assist the County. The firm/individual chosen by the County as its
State Lobbyist agrees to be available at all times upon reasonable request to meet with the County,
Commissioners, the County's staff, and other consultants in order to perform the responsibilities of State
Lobbyist.
Sealed bids are due on September 28, 2026, no later than 4:00 PM CST. Questions deadline is
Tuesday, September 15, 2026, at 4:00 PM CST. You may obtain electronic bidding documents by
contacting Kimberly Birge-Gorman via email at kbirge@washingtonfl.com. The owner will not be
responsible for bidding documents, including addenda, if any, obtained from other sources.
Late submittals received after the forementioned deadline date, either by mail or otherwise, will not be
considered. The time of receipt will be determined by the time received in the Administration Office. It is
the sole responsibility of the firm for assuring that the RFP is received in the Administration Office by the
designated date and time. No faxed, electronic, or oral RFP will be accepted.
To be considered, the Firm/Team must submit an original, five (5) hard copies of RFP and one (1) digital
copy on USB in PDF of the submittal in a sealed envelope or package, clearly marked with the Firm/Team's
name and address, and the words "RFP 2026-04 State Lobbying Services" addressed to: Washington
County BOCC, c/o Kimberly Birge-Gorman, 1331 South Boulevard, Chipley, FL 32428.
