In accordance with the provisions of the Municipal Code of the City of Redding, quotations

must be submitted to Purchasing Office, 3rd Floor, City Hall, 777 Cypress Avenue, Redding,

California 96001 prior to 2:00 P.M. PT, Thursday, June 11, 2026, for furnishing the City of

Redding bottled water and rental dispenser units, per the specifications, terms and conditions

contained herein.

QUOTES RECEIVED AFTER THIS TIME AND DATE WILL NOT BE ACCEPTED OR

CONSIDERED.

The cut-off date and time for receiving questions regarding this bid is 5:00 P.M. PT, on

Thursday, May 28, 2026. All inquiries must be made in writing and may be submitted to the

buyer’s email address shown below.

All quotations must be submitted on the standard quotation form provided by the City of

Redding. Quotations may be sent via:

The said quotations will be opened at 2:00 P.M. PT, on Thursday, June 11, 2026, in the

Purchasing Office, 3rd Floor of City Hall, 777 Cypress Avenue, Redding, California.

The City of Redding reserves the right to reject any or all quotes, in part or in their

entirety. In addition, the City will award any resulting agreement in a manner consistent with the

City Purchasing Ordinance.

SPECIFICATIONS

TO FURNISH

BOTTLED WATER AND DISPENSER UNIT RENTAL

(Quotation #5703)

GENERAL

The City of Redding wishes to establish a contract with a qualified vendor to furnish bottled water

and dispenser unit rentals at various city-owned locations on an as needed basis.

TERM OF CONTRACT

The contract period shall be from date of award through June 30, 2027. If mutually agreed upon,

with all prices, terms and conditions remaining the same, the contract may be extended for two (2)

additional one-year periods through June 30, 2029.

SCOPE OF WORK

Bottled water shall meet all Federal, State, and local requirements for the production and sale of

bottled water.

Prices quoted herein shall include all costs associated with, but not limited to, delivery, setup, and

pickup of bottled water and rental dispenser units. Sales tax on rental dispenser units, if required,

shall be included in the prices quoted.

City reserves the right to add or delete rental dispenser units throughout the contract period.

Currently, the City rents 22 column style dispensers (Hot/Cold - top load, Hot/Cold - bottom load

and Room/Cold) and uses approximately 2,000 assorted size bottles of spring, drinking, or distilled

water annually at 10 locations. However, these are estimates only, and the City may purchase

more or less water and/or rent more or fewer rental dispenser units during the contract term.

The successful vendor shall be required to deliver bottled water every two (2) weeks, at a

minimum. Deliveries shall be more often if requested by a specific location. Dispenser units are

located at various City-owned buildings throughout the City of Redding - see the attached list for

current service locations.

The City will pay a fixed price on water, regardless of the quantity left at each location.

Deposit on rental dispenser units or bottles is not allowed.

Fuel surcharges during the contract period will not be allowed.

INVOICING

Water invoices shall:

1) Show date and location of delivery (specific office)

2) Be signed by the City employee with City ID number receiving the water

3) List type, size, and quantity of bottled water delivered

4) Be sent to Accounts Payable after each delivery with items 1-3 listed

Dispenser unit rental invoices shall:

1) List serial number and location (specific office)

2) Month for which rent is being charged

3) Rent for dispenser units shall be on a monthly basis including Sales tax.

REPORTING

Successful bidder shall provide a yearly cumulative usage report of all products purchased by the

City. The usage report shall differentiate between each location.

INSURANCE REQUIREMENTS

Awarded vendor shall maintain current certificates of insurance with the City during the entire

term of this contract as specified.

LICENSE / CERTIFICATION

Vendors shall submit with their quote:

o A photocopy of their State of California, Department of Health and Safety Services,

Food and Drug Branch, Private Water Source Operator’s License, if applicable.

o A copy of their manufacturer’s license, distributor’s license, or processed food

registration certificate, whichever is applicable.

o Verification they currently hold a City of Redding business license, or a statement

showing that they will obtain one should they be awarded the contract.

BID AWARD

The award of the Contract, if it is awarded, shall be made on the basis of the lowest responsive

evaluated total price. The City reserves the right to reject any or all bids.
