The Eastern District Planning Commission (EDPC), located in Nova Scotia, Canada, is seeking proposals from qualified consultants or consulting firms to conduct a comprehensive organizational review. The EDPC is a regional planning agency established and governed by an inter-municipal services agreement which sets out the various responsibilities of the Commission to administer land-use planning documents, Municipal Planning Strategies (MPS), Land Use Bylaws (LUB) and Subdivision Bylaws adopted by the member units. This administration includes development control, subdivision approvals, building inspection and other land-use planning related services for Antigonish, Inverness, Richmond and Victoria Counties as well as the Towns of Antigonish and Port Hawkesbury, municipalities which collectively form the District.
The purpose of this review is to evaluate the EDPC’s organizational structure, operational efficiency, governance model, and service delivery to ensure alignment with current and future community needs, provincial regulations, and best practices in land use planning, development control and building inspection.
