The City of Lynden Public Works Department is accepting Request for Qualifications (RFQ) from qualified firms for the Bradley Road Safety Improvements project. This agreement may be for approximately 5 years depending on permit approvals. It is planned for design to start December 2026 and be completed by summer 2029 at the latest. Construction is planned to start directly after design approval by WSDOT.
The City of Lynden reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
Project Description:
The project scope will include project development, plans, specifications, and cost estimates (PS&E), and all permitting required for the use of federal highway funds. This may include the NEPA process. The City reserves the right to retain services from the successful firm for future phases such as right-of-way, construction management, inspection, and closeout. The proposed Bradley Road Safety Improvements project will eliminate significant intersection and channelization conflicts, street improvement gaps, and pedestrian and multi-modal deficiencies by providing the following critical services:
Design of phased multi lane intersection improvements including design for future signal preparation, sidewalk gap removal, utility improvements, and vehicle and pedestrian access design for the adjacent Lynden High School.

Qualified firms must have extensive municipal experience in intersection design, ADA compliant pedestrian facilities, street and utility design, right-of-way acquisition, preparation of PS&E documents and project management that comply with FHWA Standards.
Contract type (method of payment) will be Negotiated Hourly Rate utilizing WSDOT’s Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement.
Federal Small Business Enterprises (FSBE) requirements are zero (0) for this project. The Small Business Enterprise voluntary goal is ten (10) percent.
Evaluation Criteria:
Submittals will be evaluated and ranked based on the following criteria:

Qualification/experience of Proposed Project Manager with Federally funded projects. (15 points)

Qualifications/Familiarity of Firm with Federal Small Business Enterprises (FSBE) Federally funded projects, including approach, outreach and commitment. (15 points)

Approach to project and ability to meet schedule and budget of this approach. (10 points)

Qualifications/experience with intersection, utilities and ADA requirements and design. (10 points)
-
Qualifications/experience with right-of-way acquisition utilizing Federal funds. (10 points)
-
Qualifications/experience with WSDOT/FHWA standards including permit process, such NEPA, involving Federal funds. (20 points)

Qualifications/experience in working with contractors as it relates to change orders. (5 points)

Experience and qualifications in project design and construction adjacent to schools including interactions with administration and school board (5 points)

What is the anticipated staffing structure for a project like this. (5 points)

Submittals:
Submittals should include the following information: firm name, phone numbers, name of Principal-in-Charge and Project Manager, and number of employees in each firm proposed for this project. Submittal should not be longer than 10 double-sided pages, excluding resumes.
