The Housing Authority of Washington County (“HAWC”), issues this Request for Proposals (“RFP”) and invites the submittal of written proposals (Proposals) from qualified Design-Build Teams (“Design-Builder”) interested in providing services for the design, permitting, and renovation of a single structure, hotel conversion project, containing 78 residential units and community spaces.
For this project, HAWC is utilizing a design-build contracting approach. It is our goal that the contractor and design team will work together from the beginning of the project, providing integrated services to the client as the Design-Builder.
The Cornell Rd transitional housing building is owned by the Housing Authority of Washington County. In March 2025, HAWC acquired the property, previously known as the Doubletree, to provide transitional housing opportunities for people experiencing homelessness in Washington County. Originally constructed in 1996, the four-story, 62,339 square foot building sits on 2.45 acres along the south side of NW Cornell Rd between NW Murray Blvd and US Hwy 26, just outside of the City of Beaverton in unincorporated Washington County. The building was built and operated exclusively as a hotel until HAWC’s acquisition in 2025. The previous owner completed over $3 million of improvements between 2022 to 2023. The scope of work for these improvements is provided in the table below:
