The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified service
providers for the Purchase and Installation of Industrial Washer and Dryers for the Sheriff’s Office.
Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the BL#
and Company Name. Bids will be received until 2:50 P.M. local time on July 6, 2026, at the Gwinnett County
Financial Services - Purchasing Division – 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046. Any bid
received after this date and time will not be accepted. Bids will be publicly opened and read at 3:00 P.M. The

A pre-bid conference is scheduled for 10:00 A.M. on June 25th, 2026, at the Gwinnett County Detention Center,
2900 University Pkwy, Lawrenceville, GA 30043. All suppliers are urged to attend. Questions regarding bids

770-822-7788, no later than 3:00 P.M. on June 26, 2026. Bids are legal and binding upon the vendor when
submitted.
Successful suppliers will be required to meet insurance requirements. The Insurance Company should be
authorized to do business in Georgia by the Georgia Insurance Department and must have an A.M. Best rating of
A-7 or higher.

Award will be made to the supplier submitting the lowest responsive and responsible bid. Gwinnett County
reserves the right to reject any or all bids to waive technicalities and to make an award deemed in its best interest.
Bids may be split or awarded in entirety. Gwinnett County reserves the option to negotiate terms, conditions, and
pricing with the lowest responsive, responsible vendor(s) at its discretion.
Award notification will be posted after award on the County website, www.gwinnettcounty.com and companies
submitting a bid will be notified via email.

I. GENERAL REQUIREMENTS:
1. Service provider will be delivering in an area where inmates are located. For this reason,
all delivery trucks will be searched.
2. Delivery should be coordinated with the Gwinnett County Sheriff's Office. The Sheriff’s
Office reserves the right to delay the installation of equipment until all necessary
preparations can be made. All deliveries are to be between the hours of 7:00am and
3:00pm Monday through Friday.
3. Brand names used are to establish a standard of quality and to match existing
equipment. If necessary, a product list and specifications may be requested by
Gwinnett County to determine equivalency. Product details shall be provided upon
request within five (5) calendar days. Failure to provide requested information may
result in rejection of bid. Gwinnett County shall be the sole determinant of acceptability
of all equivalents. Service providers are welcome to submit multiple options, including
mount options. If doing so, options should be submitted as separate bid packages and
clearly marked as Option 1, Option 2, etc.
4. Service provider(s) should provide the number of days needed for delivery and
installation in the space provided on the Bid Schedule. Upon award of the bid, delivery
of equipment to the Sheriff’s Office shall not be more than 90 days. Completion date
may be used in determining award.
5. A warranty that carries a three (3) year minimum guarantee against defective materials
and workmanship from the date of acceptance and includes 100% labor and materials
coverage for at least thirty (30) days. In addition, a 10-year warranty for the frame,
basket, shaft, bearing and seals.
6. The washer and dryer connections must fit within the current footprint and all
washing/drying methods must be maintained. Additionally, the thickness of the
concrete foundation must be checked to accommodate the new industrial washing
machine.
7. Service provider must remove existing equipment and shall be required to provide
documentation (proof) of proper disposal, upon request.
8. Service provider shall properly dispose of any excess materials that are not needed.
9. Service provider shall keep the worksite clean, free of debris, and shall maintain a level
of cleanliness and neatness needed for proper execution of work.
10. Service provider shall follow all manufacturer recommendations for installation of new
equipment. The new equipment shall be fully functional and ready to use at the
conclusion of installation.

11. Gwinnett County reserves the right to award by line item or to the overall low responsive
and responsible bidder.
12. The bid price shall include all labor, materials, rigging, permits, utility modifications,
startup, testing, commissioning, and all other work necessary to provide a complete
and fully operational installation.
13. Installation, startup, and commissioning shall be performed by personnel authorized by
the equipment manufacturer.
14. Service provider shall provide on-site operational and maintenance training for Sheriff's
Office personnel following installation.
15. Service provider shall identify the authorized local service provider responsible for
warranty and post-warranty support.
16. Any proposed equivalent equipment shall include manufacturer specifications,
dimensions, utility requirements, capacity ratings, warranty information, and control
panel information with the bid submission.
17. Service provider shall verify existing foundation adequacy and provide any required
anchoring, reinforcement, or modifications necessary for proper installation and
operation.
18. All personnel shall comply with Sheriff's Office security requirements, including
identification, tool accountability, escort requirements, vehicle inspections, and
restricted item controls.
19. Service provider shall account for all tools, materials, fasteners, and debris at the
conclusion of each workday.
20. Service provider acknowledges site conditions and confirms proposed equipment is
compatible with existing utilities or has included all required modifications in its price

II. EXISTING CONDITIONS:
1. All service providers are strongly urged to attend the pre-bid conference. Service
providers shall consider all existing conditions and take accurate measurements to
determine proper equipment placement in the provided space. There are gas and water
connections and air ducts that are already set up. Any device installed will need to fit
in with the current configuration. Additional ductwork is expected with the installation
of the dryers.
2. The existing equipment in place includes the control panel pictured below. For safety
reasons, equipment bid MUST include control panels that function similarly to what is
currently in place to keep the training for equipment usage consistent. Gwinnett County
shall be the sole determinant if equipment bid meets this requirement.
