Amendment 2

The purpose of this amendment is to provide part 1 of vendor questions and answers, as well as additional documentation requested. Additional vendor questions are still being answered and a part 2 vendor question and answer attachment will be provided for those once completed.

Amendment 1

The purpose of this amendment is to extend the closing date to 31 July 2026 at 2:00 PM CT and to incorporate a revised COMBO with the following changes (changes are also highlighted within the document).

- Updated due date to reflect 31 July 2026

- Details added regarding due date/time for Past Performance Quesionnaires

- Information added pursuant to the Department of War (DoW) Chief Information Officer (CIO) directed removal of all products and services provided by Anthropic, PBC, and its subordinate, subsidiaries, or affiliated offices or entities, doing business under various names, and all subsidiaries, successors, or assigns thereof (“Covered Company”) from all systems and networks across the DoW enterprise, to include all current and future contracts and agreements

This is a combined synopsis/solicitation for commercial items prepared in accordance with RFO part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.

Solicitation number FA4625-26-Q-1038 is issued as a request for quotation (RFQ) for Dorm Internet Services at Whiteman AFB, MO in accordance with the attached Performance Work Statement (PWS). This contract will be a base year plus four option years with the anticipated period of performance listed below. In addition, the Government may further extend the performance period for up to six months under RFO 52.217-8.

This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The North American Industry Classification System (NAICS) code for this project is 517111 with a size standard of 1,500 employees.

The anticipated period of performance (PoP) is:

Base Year: 1 Sep 2026 - 31 Aug 2027

Option Year One: 1 Sep 2027 - 31 Aug 2028

Option Year Two: 1 Sep 2028 - 31 Aug 2029

Option Year Three: 1 Sep 2029 - 31 Aug 2030

Option Year Four: 1 Sep 2030 - 31 Aug 2031
