Solicitation Document Description: This RFP is an invitation by the City of Toronto (the “City”) to prospective Suppliers to submit Bids for Funding Proximity Analysis — Business Analysis & Process Improvement Consulting Services as further described in Part 3 (Requirements for Deliverables):
Specific Conditions for Procurement: 1.1.        Mandatory Submission Requirements

1.        Business Analysis Competency: The Supplier must demonstrate the ability to conduct structured stakeholder interviews, facilitate process discovery workshops, and produce formally documented BPMN 2.0 swimlane process maps and Value Stream Maps (VSM) as standard deliverables. The Supplier must provide:
Sample deliverable(s) — process map, VSM, or equivalent — from a prior engagement (client-confidential content may be redacted).
2.        Capacity to Deliver All 13 Required Deliverables: The Supplier must confirm in writing that they have the capacity and expertise to produce all 13 deliverables specified in the Scope of Work, including: Project Charter, SIPOC, VoC Summary, Current-State Process Map, Current-State VSM, DOWNTIME Waste Analysis, Fishbone Root Cause Diagrams (minimum 3), FMEA Table, Future-State VSM, Improvement Recommendations Report, Control Plan, Draft SOP, and Final Process Intelligence Report. The Supplier must provide:
Signed declaration confirming capacity and intent to deliver all 13 named deliverables within the proposed project schedule.
3.        Ability to Conduct In-Person Stakeholder Interviews: The Supplier must confirm the ability to conduct in-person stakeholder interviews and process walkthroughs at City of Toronto offices located in Toronto, Ontario. Remote delivery of all other engagement activities is acceptable. The Supplier must provide:

Written confirmation that in-person attendance at City of Toronto CPDD offices is feasible for the named lead consultant(s).
4.        Deliverable Ownership and Licensing: The Supplier must confirm that the City of Toronto will retain full, unrestricted ownership of all deliverable outputs upon acceptance, regardless of any proprietary tools, templates, or frameworks used in their production. No ongoing licensing, subscription, or third-party access requirement may be imposed on the City to view, use, or modify any delivered artifact. The Supplier must provide:

Signed declaration confirming City ownership of all deliverables and the absence of any licensing or access restrictions on delivered artifacts.
5.        Completion Within Required Timeframe: The Supplier must confirm the ability to complete all deliverables and submit the Final Process Intelligence Report within twelve (12) weeks of contract execution. The Supplier must provide:
Proposed project schedule included with submission, demonstrating completion of all DMAIC phases and final report delivery within 12 weeks of contract execution.
1.2.        Mandatory Technical Requirements

Lean Six Sigma Certification: The lead consultant(s) or key members of the proposed engagement team must hold a valid Lean Six Sigma Green Belt certification or higher. Black Belt certification is considered an asset. Certifications must be issued by a recognized or accredited certifying body (e.g., ASQ, IASSC, or equivalent).
Applicable Trade Agreement: Chapter 5 of Canada Free Trade Agreement (CFTA)
Chapter 9 Trade and Cooperation Agreement between Ontario and Quebec (OQTCA)
