The Quinault Housing Authority is seeking a qualified general contractor to construct 6 - 2 bedroom Single Family
Homes East of Kla Ook Wa Drive (known as NE Neighborhood), Taholah WA 98587 using Indian Community
Development (ICDBG) funds. Contractor to provide all time, labor, materials, supplies & equipment to complete 6
single family homes, including site work, foundation, framing, drywall, roofing, finish work, electrical, mechanical,
plumbing, utilities (from access point to home), ditch culvert, driveway and landscaping. Bids to include all
contractor's fees, profit and overhead.
Construction of the 6 homes to begin September, 2026 and be complete no later than April 30, 2027.
Bid Alternate #1: Construction of 6 - 3 bedroom - Substantial completion Nov 30, 2027
Bid Alternate #2: Construction of 2 - 4 bedroom homes- Substantial completion Nov 30, 2027
Both Alternates located in the NE Neighborhood, using Indian Housing Block Grant (IHBG) competitive funding.
Contractor to provide all time, labor, materials, supplies & equipment to complete 8 single family homes,
including site work, foundation, framing, drywall, roofing, finish work, electrical, mechanical, plumbing, utilities
(from access point to home), ditch culvert, driveway and landscaping. Alternate bids to include all contractor's
fees, profit and overhead.
The bid alternates may be, but are not guaranteed to be, executed. If the alternate is executed, it will be done so
as an amendment to the original contract.
Notice To Bidders - All bids shall be:

* Bids must be sealed in an envelope which shall be clearly marked with the words "BID DOCUMENTS", the
RFB number, the bidder's name and the date and time for receipt of bids.
* Bids will be received until August 31, 2026 at 2:00pm Pacific Time.
QHA reserves the right to modify this schedule, at its discretion. Proper notification of changes in the
response schedule will be made via addendum.
Proposers will be evaluated on the basis of best value to QHA which includes a combination of
qualifications, TERO compliance, native preference, cost and schedule for the delivery of services as
presented in the RFB response, references and other information available to QHA.

Project Description
The Quinault Housing Authority (QHA), the Tribally Designated Housing Entity (TDHE) for the Quinault
Indian Nation, seeks to build six single family homes for low-income families. The work is shown on the
bid document drawings and specifications.
The base bid project will include all necessary site work and construction for six each 2 bedroom homes
on six individual lots. Add alternate 1 shall be 6 each 3 bedroom homes, Add alternate 2 shall be 2 each
4 bedroom homes. Each alternate include construction of the homes, installing driveways, running
utilities from existing access points, and providing landscaping. Each add alternate should include all
mark-ups and fees.
QHA will be responsible for obtaining Quinault Indian Nation Building Permits.
A local dump site will be available for dumping of spoils excavated from the project site.

Funding
The funding for this project is through the Department of Housing and Urban Development (HUD) under
an Indian Community Development Block Grant (ICDBG), Indian Housing Block Grant (IHBG) and Indian
Housing Block Grant (IHBG) Competitive grants.
Communications with the Owner
Bidders are required to conduct the preparation of their bids with professional integrity and free of
lobbying activities. Communication with the owner regarding this project shall be directed to Jeff Tottie.
Do not communicate about the project or the procurement with any other members of the project team
or their employees, members, elected officials or representatives. Communication regarding this
procurement or project with any project team member, other than the designated individuals listed may
cause the firm involved to be disqualified from submitting under this procurement.
Bond Requirements
Bid Guarantee Requirement - A bid guarantee in the amount of 5% is required for any bid in excess of
$25,000.00.

Performance Bond Requirement - The successful bidder shall submit a fully executed performance bond
for 100% of the contract price within 10 days of receipt of notice of award from QHA.
Payment Bond Requirement - The successful bidder shall submit a fully executed payment bond for
100% of the contract price within 10 days of receipt of notice of award from QHA.
Procurement Considerations
This RFB is issued in compliance with the QHA Procurement Policy and procurement requirements as
well as all applicable HUD regulations.
Bid Requirements, Contents and Considerations
Each bid must contain the information set forth in this section. The QHA shall make an award to the
lowest responsive, responsible bidder, subject to the following Indian preference requirement: If the bid
from a responsive, responsible QIN TERO certified contractor is no more than "X" higher than the total
bid price of the lowest responsive, responsible bid from any qualified bidder, the QIN TERO certified
bidder shall be awarded the contract. The factor "X" is determined as follows:
When the lowest responsive bid is:
i Less than $100,000: 10% of that bid, or no more than $9,000.
ii At least $100,000 but less than $200,000: 9% of that bid, or no more than $16,000.
iii At least $200,000 but less than $300,000: 8% of that bid, or no more than $21,000.
iv At least $300,000 but less than $400,000: 7% of that bid, or no more than $24,000.
v At least $400,000 but less than $500,000: 6% of that bid, or no more than $25,000
vi At least $500,000 but less than $1,000,000: 5% of that bid, or no more than $40,000.
vii At least $1,000,000 but less than $2,000,000: 4% of that bid, or no more than $60,000.
viii At least $2,000,000 but less than $4,000,000: 3% of that bid, or no more than $80,000.
ix At least $4,000,000 but less than $7,000,000: 2% of that bid, or no more than $105,000.
x $7,000,000 or more: 1% of that bid, with no dollar limit.
Each bid shall contain the following information:
1. Cover letter (information only): Confirm your firm's interest in the project and commitment to
meet all requirements, provide the firm's contact information for QHA's use related to the
selection process.
2. Each bidder shall submit a firm, fixed price to construct the project. Use Exhibit B to detail the
bid.

3. Each bidder shall submit all the Forms required in Exhibit A
4. QIN TERO Certification (if applicable). The Quinault Indian Nation has enacted a TERO Ordinance
governing Indian Preference, and the Quinault Housing Authority has adopted an Indian
Preference Policy, set forth in section 3000.10 of the QHA Procurement Policy. To the greatest
extent feasible, preference shall be given to Indian organizations and Indian-Owned economic
enterprises in the award of all contracts and subcontracts. Any bidder claiming Indian
preference in connection with this procurement must provide QIN TERO certification to
demonstrate that the contractor or subcontractor is at least 51% owner and operated by an
Indian enrolled in a Federally Recognized Tribe. Per Quinault Tribal Code (QTC) 97.03.040(d) "no
fees shall be passed to the contracting entity, including but not limited to as a change order or
as part of the bid or contract amount.
5. Indian Preference Statement. The Bid shall include a statement on how the Bidder will provide
for Indian Preference in subcontracting, training and employment in this contract, including the
number or percentage of Indians to be employed and trained, in accordance with Section
3000.10 of the QHA Procurement Policy. All proposals must include this statement. A statement
from the bidder specifying how the Bidder will comply with the requirements of Section 7(b) of
the Indian Self-Determination and Education Assistance Act (25 USC 450e(b)) (the Indian Act).
Section 7(b) requires that to the greatest extent feasible:
i. In connection with this contract, the contractor shall, to the greatest extent
feasible, give preference in the award of any subcontracts to Indian
organizations and Indian-owned economic enterprises, and preference and
opportunities for training and employment to Indians.
ii. The parties to this contract shall comply with the provisions of section 7(b) of
the Indian Act.
iii. All bidders must submit a list of core crew employees that will be assigned to
the project. The contractor that is awarded the contract and their
subcontractors will be required to provide for Indian preference to the greatest
extent feasible by hiring Indians in all positions other than core crew positions. If
contractors or subcontractors assert that it is not feasible to provide Indian
preference, certification and supporting evidence must be submitted to QHA.
Other Provisions
A. Acceptance of Bid Specifications, Terms and Conditions:
The successful bidder acknowledges and accepts all provisions within, and referenced within,
this RFB. No revision will be considered or incorporated unless the successful bidder expressly
states within their bid a specific alternate term. If the bidder suggests a revision, they shall
include the specific reference to the term in the RFB, provide the proposed revised verbiage and
justification for consideration by QHA.

B. Anti-Discrimination:
In connection with this RFB and in the performance of any subsequent contract, bidders shall
not discriminate against any employee or applicant for employment because of race, color,
religion, sex, national origin, age, marital status, sexual preference and/or being physically
challenged. Bidders shall take action to ensure that all applicants are treated equally during
employment without regard to such status.
C. Compliance with Applicable Laws:
In connection with this RFB and the contract, bidders shall comply with all applicable laws in all
aspects in connection with the procurement process of this project and the performance of the
contract whether such laws are stated herein or not.
D. QHA's Rights:
QHA may investigate the qualifications of any bidder under consideration, may require
confirmation of information furnished by the bidder and may require additional evidence of
qualifications to perform the work described in this RFB.
QHA reserves the right, in its sole and absolute discretion and without recourse by bidders to
take any of the following actions:
a. Reject any or all bids.
b. Issue a new procurement.
c. Cancel, modify or withdraw the RFB.
d. Issue addenda, supplements and modifications to this RFB.
e. Seek the assistance of outside technical experts in bid evaluations.
f. Hold meetings and exchange correspondence with the bidder to seek an improved
understanding and evaluation of the responses.
g. Seek or obtain data from any source that has the potential to improve the understanding
and evaluation of the bids.
h. Refuse to issue a contract at all.
QHA is not obligated to enter into any contract and under no circumstances shall it have any obligation
to pay for any costs or expenses incurred by any bidder in the preparation or submission of a bid or in
anticipation of a contract.
Bidders are solely responsible for all costs and expenses of any nature associated with responding to this
RFB, attending meetings, providing supplemental information and all subsequent cost and expenses. By
submitting a response to this RFB, a bidder disclaims any right to be paid for such costs by QHA or
anyone else.

E. The bidder shall make all investigations necessary to understand the scope of the work, the bid
documents and existing conditions to provide the complete scope of work including protection
of the existing elements to remain from damage during the performance of this work.
F. Late Bids:
Bids received after the time and date set for bid closing will not be considered for award.
G. Mistakes, errors and omissions in solicitation:
Any mistakes, errors and omissions in the solicitation must be reported immediately to QHA.
H. Proposal Validity:
All proposals shall remain valid for a period of 90 days following the RFB deadline.
I. Written Questions, Comments and Addenda, Rules of Contact:
Questions and comments pertaining to this solicitation must be submitted in writing, via email,
according to the bid and award timeline to: Jeff Tottie, jtottie@quinault.org
Contract Provisions:
Below are some provisions that will be included in the final contract that may have an impact on the
contract price that is offered by bidders.
* Due to the nature of the work there is a possibility of inadvertent discovery of items of historic
and/or cultural significance. In the event that any of these items are discovered during the
process of construction all work must stop and the tribe's archaeologist must come on to the
site and do their assessment, the site will not re-open and no work will be allowed to resume
until approved by the archaeologist.
* The successful bidder shall submit a fully executed performance and payment bond for 100% of
the contract price within 10 days of receipt of a notice of award from QHA. Bonds must be
obtained from guarantee or surety companies acceptable to the United States government and
authorized to do business on the Quinault Nation Reservation. Individual sureties will not be
considered.
* As-built drawings must be provided at the end of the project by the contractor and all
subcontractors.
* The contractor will be held to a warranty period, which will begin the day after the owner
accepts that the project is 100% complete and will conclude three-hundred and sixty five (365)
calendar days from the date of completion. The warranty will cover both material and
workmanship. In the event of a material issue within the warranty period, the general
contractor will be responsible for contacting the supplier or manufacturer to rectify the defect.
The general contractor will further be responsible for the workmanship and material provided
by any of its subcontractors.
