The City of Norcross is seeking sealed competitive bids from qualified contractors for a road resurfacing project as a part of the city’s 2026 road resurfacing program.

All work must be completed in 120 days from when Notice to Proceed is issued and in accordance to industry specifications and standards .

INSTRUCTIONS:

The bid package should be clearly marked “ITB PW 26-08– 2026 ROAD RESURFACING” on its face and submitted by 11:00 a.m. on June 10, 2026, to the address below. Please submit two printed copies and one electronic copy (USB) of your ITB package to:

1.0 INTRODUCTION & PROJECT DESCRIPTION
The City of Norcross is seeking sealed competitive bids from qualified contractors for a
road resurfacing project as a part of the city’s 2025 road resurfacing program. The 19
roads are displayed in the maps included as Appendix A.
The project will consist of milling and resurfacing to include repairing the existing
pavement base where needed, resurfacing of adjacent driveways to meet street pavement
grades, adjustments of water valves and manholes, and the insulation of pavement
striping and markings as directed. The project also addresses Bolton Circle for full depth
reclamation. Please refer to exhibits attached. The scope includes 19 roads within city
limits, listed below.

1.3 SPECIFICATIONS
A. Streets scheduled for milling and resurfacing will consist of the furnishing of all
materials, labor, and equipment for the complete construction including but not
limited to repairing the existing pavement base where needed, resurfacing of
adjacent driveways to meet street pavement grades, maintaining traffic control
measures, milling existing pavement, installing tack coat, installing asphaltic
concrete surface, course applying high density mineral bond, adjustments of water
valves & manholes, and the installation of pavement striping, and markings as
directed, performing cleanup and related work.
B. At locations where the asphalt is higher than the gutter, the milling depth will be
greater than the inlay depth. The milled surface at those locations shall be 1.5”
below the gutter and the completed asphalt surface shall be flush with the gutter.
C. Patching shall include 4” depth milling down to existing subgrade and compacted
subgrade, 3” of 19mm Superpave.
D. The pavement to be placed after milling the existing wearing course is 1.5” 9.5 mm
Superpave asphalt on residential streets (streets #6-19), and 1.5” 12.5mm
Superpave surface course on commercial (streets #1-5)
E. Striping shall be required for the commercial streets.
F. Load tickets that meet Georgia Department of Transportation specifications must
accompany all delivered materials. The contractor must supply copies of all asphalt
tickets to the city.
G. AC-20 or AC-30 bituminous tack shall be used on these projects. All surfaces shall
be cleaned completely and thoroughly dried before any tack is applied. Tack shall
not be applied when the pavement is wet. Bituminous tack shall be applied
between .04 and .06 gallons per square yard. All materials and equipment used to
perform the bituminous tack coat shall be considered incidental to the work and
