Sealed bids must be in the Purchasing Department no later than the time specified to be considered. Submissions received
after the deadline will not be considered. Envelopes must bear the name of the supplier, company address and the words "IFB
26-045 Cranes & Hoists Testing and Inspection Services" or "IFB 26-045 NO QUOTE." Facsimile or email bids will not be
accepted.
All bids must be submitted on the attached forms, or your bid will be disqualified. Bidder shall furnish all the information
required by the solicitation. The bidder's name must be typed or printed on the bid sheet and signed by the bidder or
appropriate authorized executive officer of the bidder's company. Bidders must initial any changes or erasures. Bidders should
retain a copy of bids for their records.
Bidders shall acknowledge receipt of all addenda to this solicitation by signing and returning each addendum or by identifying
the addendum number and the date on the bid form. Failure to acknowledge receipt of any addendum by a bidder will result
in rejection of the bid if MAWSS determines that the addendum contains information that materially changes the requirements.
All bids shall be quoted FOB Destination, freight prepaid with no additional charges. Unless otherwise specified in the bid, all
prices will be on a firm-fixed price basis and are not subject to adjustments based on costs incurred. MAWSS reserves the right
to reject any or all bids submitted, to waive any informality in any bid or in the bid process, or to terminate the bid process at
any time, if deemed by MAWSS to be in MAWSS's best interest.
A Purchase Order and this "Invitation for Bid" with "Specifications," "Conditions," "Bid Form," signed by the successful bidder's
authorized representative, and all attached drawings and other documents furnished by MAWSS to the bidders with the
Invitation for Bid in order to illustrate the contract requirements, will constitute a contract for the goods and/or services to be
purchased.

IFB 26-045 CRANES & HOISTS TESTING AND INSPECTION SERVICES
CONDITIONS
The Board of Water and Sewer Commissioners of the City of Mobile will accept bids for Cranes & Hoists Testing and Inspection
Services in our Purchasing Department Bid Box located at the East Visitor Entrance at 4725 Moffett Road, Mobile, AL. 36618
no later than 10:30 a.m. local time on September 10, 2026. Bids will be opened immediately after bid closing time in the
Operations Center Board room located at the East Visitor Entrance. Award will be by Total Cost. The bidder offers and agrees,
if this bid is accepted, to furnish the items or services as defined in the specifications for the unit price set opposite each item.
A mandatory pre-bid meeting will be held between representatives of Contractor and representatives of MAWSS prior to the
bid opening. The mandatory pre-bid is scheduled for 10:00 a.m. on August 31, 2026, in the MAWSS Operations Center Board
Room located at 4725 Moffett Road located in the East Visitor Entrance.
Bidder understands that his/her bid shall be good and may not be withdrawn for a period of sixty (60) calendar days after the
scheduled closing time for receiving bids.
Bidder understands and agrees that the location and quantities provided by MAWSS may not be an inclusive list and may have
omitted cranes or hoists by error. If so, any additional crane or hoist testing and inspection shall be included as a part of this
request for bid based on unit prices submitted for similar cranes or hoists.
A bidder may not modify its bid after bid opening. Errors in the extension of unit prices stated in a bid or in multiplication,
division, addition or subtraction in a bid may be corrected by the MAWSS Purchasing Buyer prior to award. In such cases, unit
prices shall not be changed.
MAWSS reserves the right to reject any or all bids submitted, to waive any informality in any bid or in the bid process, or to
terminate the bid process at any time, if deemed by MAWSS to be in MAWSS's best interest.
It is the responsibility of the bidder to determine prior to the bid opening whether any amendment, additions, deletions or
changes of any type have been made to this Invitation for Bid, Conditions, Specifications, Bid Form or any other bid documents.
Bid documents and any amendments made to this bid will be posted on our website at www.mawss.com.
Invoicing Requirements: MAWSS requires additional information for all work performed and services provided. On the vendor's
invoice for payment should be a detailed listing of work performed, services provided, dates completed, locations involved and
any other pertinent information needed to verify the work and/or services were completed in accordance to the bid specs. This
additional information can be supplied in the form of detailed invoices, work orders, checklists or any other documents used
to track the work performed or services provided but details must be included on the actual invoice. A copy of the invoice and
these additional details must be sent to the contract administrator listed on page 1 and a copy must be emailed to Accounts
Payable at AcctsPayable@mawss.com.

SCOPE OF WORK
PURPOSE
Mobile Area Water and Sewer System (MAWSS) operates a wastewater collection system, two (2) wastewater
treatment plants, two (2) water treatment plants, a water distribution system and two (2) decentralized wastewater
treatment facilities. These operations include the utilization of various cranes and hoists located throughout these
facilities. It is the intent of this bid document to establish an annual contract for the annual testing and inspection
of the cranes and hoists located throughout the MAWSS facilities.
PURCHASE ORDERS
As a result of this bid, a Purchase Order shall be issued for the testing and inspection services for the MAWSS cranes
and hoists. No work shall commence until this contract has been awarded. If after inspections repairs are needed,
a separate purchase order will be issued before any repair work can be made. All repairs exceeding $500 shall
require more than one quote from a second vendor.
BIDDER QUALIFICATIONS
1. The bidder must substantiate the ability to perform all necessary: Crane and Hoist Service, Inspection,
Certification and Services by including and providing a Statement of Experience with a minimum of two
(2) current references and two (2) past performance in repairs and inspections including but not limited
to: Performing rope, rope guide, bridge brake and trolley gear maintenance and adjustments. Maintain
operational safety and compliance items. Diagnose, repair and replace wire rope, wire rope guides, bridge
brakes, gear boxes, power bar, ground collectors, festoons, controls, sensors, switches and pendant units.
Determine and install Lock Out/Tag Out Procedures when required as per OSHA standard. Failure to
provide a Statement of Experience may cause rejection of bid.
2. Bidder must be registered to do business in the State of Alabama.
3. Bidder shall have currently certified CMAA 78 (Crane Manufacturers Association of America) specification
technicians and inspectors on staff performing the requested inspections, testing, troubleshooting, repair
diagnostics, maintenance procedures and repairs (if approved). Bidder shall provide documentation of the
certification requirement with their bid. Failure to provide with bid may cause rejection of bid.
4. Bidder must comply with all applicable OSHA standards and CMAA specifications pertaining to overhead
and gantry cranes when performing services and inspections. Bidders must ensure that all personnel
assigned to servicing and inspecting cranes and hoists hold the appropriate professional certifications as
applicable. Additionally, bidders submit the following:
a. Bidders must submit their current EMR (Experience Modification Rate) rating, which reflects
the company's safety performance relative to its industry norms.
b. Bidders are required to provide their TRIR (Total Recordable Incident Rate) for the last three
years.
c. Bidders must include a copy of the Table of Contents from their HSE (Health, Safety &
Environmental) Manual, which should outline the company's safety policies, procedures, and
compliance protocols in alignment with OSHA and CMAA specifications.

d. Bidders must provide evidence that they have consistently and accurately documented
workplace safety in accordance with regulatory requirements. Examples of this type of
documentation would be a JSA or Audit recently performed.
TESTING AND INSPECTION
1. Bid pricing must include all parts, drive time, labor and equipment to inspect, service and test to ensure
each crane and hoist is fully operational according to manufacturer's specifications; will also need to
include repair labor hourly and overtime costs if it differentiates from inspection labor costs with a
percentage given by the Vendor of parts needed for repairs. If repairs are needed, a written estimate for
the repair will be required per unit at the time of completion of inspection and testing and if the repair is
approved, prices will reflect repair labor costs and parts percentages mentioned above. The holder of this
contract must submit quotes on all repairs and is not guaranteed to perform said repairs. All repairs
exceeding $500 shall require more than one quote from a second vendor. Vendor must obtain a Purchase
Order number from MAWSS before making any repairs.
2. For equipment or components found to be non-compliant, Vendor shall supply detailed photographs and
comments for any component found to be non-compliant. Each crane inspection will have an individual
report record, and all report records will be forwarded to MAWSS Designee via email upon completion.
In the event a crane is not in full compliance during a service or inspection, the Vendor shall perform the
mandated method of the "Lock-Out/Tag-Out" ("LOTO") procedure as per applicable OSHA standard. It is
the responsibility of the Vendor to determine the need to take equipment out of service to maintain
operation compliance, as well as supplying and installing the required LOTO devices. It is the responsibility
of the Vendor to aid in correcting the issue by way of diagnosing the repair and issuing a written estimate,
emailed to MAWSS for approval by MAWSS Designee. Once the violation has been corrected it is the
Vendor's responsibility to remove the LOTO device.
3. All new or additional cranes or hoists that are not on the bid list shall require a separate PO to perform
inspections.
4. For any crane or hoist missing identifying information such as manufacturer, model/serial, load ratings, etc.
Vendor shall perform due diligence in identifying and recording the information when it can be reasonably
discovered, and provide the inspection report such that MAWSS asset records may be properly updated.
5. The Vendor will be responsible for providing all the equipment required to perform the annual inspections,
this includes a scissor lift or man lift. All elements of the crane inspection shall be completed by the
Vendor, to include operating and examining all cranes, hoists, and associated components during
inspection checklist verification points. Inspected cranes passing the inspection shall be identified with a
label clearly visible on the crane or hoist. The label shall have the inspection date, inspection expiration
date, inspector's name, company name and any other items currently required by OSHA and CMAA
standards and specifications. Each crane inspection will have an individual report record, and all report
records will be forwarded to MAWSS Designee via email upon completion.
6. If a requested repair is not corrected within 24 hours of the original repair request approval for whatever
reason, the Vendor must contact, via email or phone, the MAWSS Designee regarding the repair and
reason of non-repair and how it will be resolved, at that time the MAWSS Designee will determine how to
proceed.

MAWSS reserves the right to request other qualified vendors to quote and potentially repair any and all
issues that arise during inspection and/or testing.
7. In the event the Vendor deems any crane unsafe and must remain out of service for an EXTENDED PERIOD
(beyond 24 hours) to facilitate necessary repairs, the MAWSS Designee must be provided with an
approximate time of completion and notified immediately with an estimate to complete the repair.
Vendor must receive prior approval before repair work can commence from MAWSS Designee and a
purchase order will need to be obtained.
8. In the event a requested repair for any crane is covered under the manufacturer's warranty, the Vendor is
responsible for managing the repair directly with the manufacturer. NO charges will be transferable to
MAWSS for warrantied repairs.
9. All services and inspections for each asset shall be summarized in an independent report provided by the
Vendor via email to the MAWSS Designee. The report shall contain detailed photographs and comments of
the findings throughout the inspection, and include information pertaining to any potential issues that may
develop over the time period between annual inspections.
WORKMANSHIP
The Vendor shall apply first quality workmanship and material to all service and inspections. Unsatisfactory service
or inspections will be rejected and re-work shall be done at no additional cost above the original service or
inspection.
DOCUMENTATION
1. An accurate account of labor shall be maintained by the Vendor, including the name(s) or identification of
mechanic(s), helper(s), etc. Included shall be a listing of the hours of work applied to each job with actual
time of travel to and from jobs; a listing of actual parts, components and supplies used in the services,
inspections and estimates or repairs, if approved by MAWSS Designee; the description of the MAWSS
equipment and identification codes.
2. All records shall be maintained by the Vendor for a period of not less than one (1) year after termination of
the contract resulting from this Invitation.
WORK SCHEDULE:
Annual inspections shall be the Vendor's responsibility to maintain and perform. All inspection site visits must be
scheduled with the designated MAWSS Designee to ensure all cranes and hoists are available, and there is no
disruption to plant operations. A minimum of 5 days' notice is required. It is up to the Vendor to coordinate with
the MAWSS Designee if multiple site visits are required. Normal available working hours for MAWSS facilities are
Monday through Friday, 6:00 a.m. to 2:00 p.m. CDT local time.
SITE CONDITIONS
The Vendor shall be responsible for maintaining a hazard-free work area. NFPA Standard 820, "Standard for Fire
Protection in Wastewater Treatment and Collection Facilities", establishes requirements for protections against fire
and explosion hazards in wastewater treatment and collection facilities. There are Cranes and hoists located in in

areas classified as Class I, Division 1 or Class I, Division 2 per NFPA 820 at the MAWSS wastewater treatment and
collection facilities and Vendor shall take the necessary precautions for work in these areas. All tools, equipment,
materials, apparatus, supplies, and parts shall be neatly stored in a designated area near the work site. The Vendor
shall remove all trash from the jobsite and clean up the work area. Any damage to existing site or adjacent areas
resulting from Vendor's services shall be restored to original or better condition than existed prior to the start of
work.
ALL WWTP's and Lift Station Operations areas should be considered H2S Hazardous. A personal gas detector shall
be with the vendor's technician while conducting inspections in these areas. The technician shall be a Competent
Person when working in any areas where possible Hazardous conditions may be present.
WTP'S and WWTP's utilize gaseous chlorine and sulfur dioxide for disinfection purposes. It is the Vendor's
responsibility to sign-in as present at the facility, acquainting themselves with evacuation routes prior to performing
any work.
CONTRACT TERM
This initial contract term shall be for a period of one year (12 months) commencing from the date of execution by
both parties.
RENEWAL
The contract shall be renewable two additional times for a period of one year (12 months) for each renewal if agreed
upon by both parties. The Contract provisions and bid amounts shall remain unchanged for the renewal periods.
This could provide a maximum contract time of 3 years (36 months) from the commencement of the date of contract
award.
TERMINATION
MAWSS reserves the right, in its sole discretion, to terminate this contract at any time without cause.
EXCLUSIVITY
MAWSS reserves the right to use other vendors for performing crane and hoist testing and inspection services if
desired.
This contract does not give bidder exclusive right for inspection, testing, and repair of MAWSS hoists and cranes.

INSURANCE REQUIREMENTS
A. General: The Supplier shall provide insurance in accordance with the required specifications. A current
certificate of insurance must be provided with your bid. MAWSS does not need to be named as an additional
insured on this certificate until bid is awarded.
B. Supplier Coverage: The Supplier shall not commence work under this Contract until he has obtained all
insurance required under the following paragraphs and until such insurance has been approved by the Owner,
nor shall the Supplier allow any subcontractor to commence work on his subcontract until all similar insurance
required of the subcontractor has been obtained and approved. If the subcontractor does not take out
insurance in his own name, the Supplier shall provide such insurance protection for the subcontractor and such
subcontractor's employees.
C. Casualty Insurance: The following insurance coverages (with limits not less than specified herein) shall be
maintained by the Supplier for the duration of the Contract, affording coverage for any claim arising out of
Supplier's operations herein, whether by the Supplier or by any subcontractor or by any Employee or Agent of
either:
1. Claims of employees under Worker's Compensation and other similar employee benefit acts, including
claims because of bodily injury, occupational sickness or disease, or death.
2. Claims arising out of bodily injury, sickness, disease, or death of any person other than employee.
3. Claims for damages arising out of libel, slander, false arrest, detention or imprisonment, malicious
prosecution, defamation or violation of right of privacy, wrongful entry or eviction or other right of private
occupancy, including claims as a result of an offense related to the employment of a claimant by Contractor
(so-called "Personal Injury").
4. Claims arising out of damage to or destruction of tangible property, including loss of use.
5. The Supplier shall furnish certification of insurance and policies verifying that the above coverages are in
effect before commencing any work, and that each policy is endorsed to give the Owner 30-day notice in
writing in the event of cancellation or material change therein.
Policies of Insurance shall state that the Owner and the Owner's employees be named as additional insureds
on the Supplier's Automobile Liability and Commercial General Liability policies. In respect to Worker's
Compensation, a Waiver of Subrogation shall be issued in favor of the Owner. Where applicable, the U.S.
Longshore and Harbor Workers' Compensation Act Endorsement shall be attached to the policy. Where
applicable, the Maritime Coverage Endorsement (to include coverage under Jones Act) shall be attached to
the policy. Both the U. S. Longshore and Harbor Workers and the Maritime Coverage shall have limits equal
to or greater than the employer's liability coverage.
6. Rated by AM Best - A- or better. For non-admitted companies, a rating of A or better by AM Best.
a. At the discretion of the Board, worker's compensation insurance may be placed through a qualified
worker's compensation self-insurance fund.

When and if the use of explosives for blasting purposes appears necessary or desirable, such methods
shall not be undertaken without written authorization of the Owner, and then only provided that
acceptable extensions of liability coverage have been obtained specifically to include the explosion ("X")
hazard and the collapse ("C") hazard. The policy of general liability shall include the special
underground property damage coverage (providing the so-called "U" hazard) on a blanket basis.
D. Owner's Protective Liability: The Supplier shall furnish from a carrier acceptable to the Owner, a policy of
liability insurance, commonly called "Owner's Protective Liability" in the name of the Board of Water and Sewer
Commissioners of the City of Mobile, d/b/a MAWSS, providing "Independent Contractor's Coverage" for the
operations embraced by this Contract with limits of $1,000,000 bodily injury and $1,000,000 property damage.
Policy shall be endorsed so that the premium is to be paid by the named Supplier.
