This is a Pre-Solicitation Notice. This notice does NOT constitute a request for proposal, request for quote or invitation for bid. Dobbins Air Reserve Base has a requirement to Replace Multiple Generators. This requirement is 100% set-aside for Small Business. Set-aside is in accordance with FAR 19.502-2.
Work is consistent with, but is not limited to, providing all materials, equipment, labor, supervision, and incidentals necessary to replace multiple generators in accordance with the project’s specifications and drawings. The specifications and drawings will be posted as attachments to the solicitation.
Department of the Air Force, Air Force Reserve Command, 94th Contracting Flight, will solicit a contract to remove existing generators, automatic transfer switch (ATS), and ancillary equipment for multiple generators. This project includes but is not limited to equipment installation, associated cabling, grounding, concrete placement, and new site preparations. Perform arc flash hazard analysis for each facility. During construction these sites must always have a source of power connected either with commercial or stanby generator. Provide temporary generator and ATS during construction when the existing generator is not operational.

NOTE: All contractors must be registered in the System for Award Management (SAM) program in order to receive a contract award from any DOD activity. Contractors may access the Internet site at: https://www.sam.gov to register and/or obtain information about the SAM program. No Foreign participation is allowed.
NOTE: IAW FAR 52.236-1, Performance of Work by the Contractor, the contractor shall be required to perform on the site, and with its own organization, work equivalent to at least 15 percent of the total amount of work to be performed under the contract.
The solicitation will be available on or about 4 August 2025 on the System for Award Management web page at http://www.sam.gov. Paper copies will not be available. The anticipated bid closing date/time is 3 September 2025 @ 02:00 p.m. Eastern Standard Time. Bid opening is anticipated to occur approximately thirty (30) minutes after bid closing time at the 94th Contracting Squadron, Bldg 812, 1538 Atlantic Ave., Dobbins ARB 30069.
